Position: Development Engineering Undergraduate Program

The role
Logan City Council's Development Engineering Undergraduate (DEU) Program provides exciting opportunities for undergraduates who are in their 2nd or 3rd year of their Civil and/or Environmental Engineering degree.
There are three technical streams within Logan City Council's DEU program – Engineering Delivery, Engineering Assessment, and Technical Services (specialist engineering assessments such as flooding and traffic engineering). Undergraduates will spend 6 months within each stream to prepare them for a career within Civil and Environmental Engineering, with the total program being 18 months with possible extension.
To support undergraduates, an attractive remuneration package is offered and the potential for undergraduates who excel in the program to pursue a rewarding career as a Development Engineer, Technical Services Engineer or Technical Officer with Logan City Council.
Engineering Delivery: Technical Officer Role
The Development Engineering Delivery Team proactively oversee the delivery of civil and environmental assets associated with development sites across Logan. This role involves exposure to a range of civil and environmental construction elements associated with the handover of Council assets (e.g. roads, stormwater, water/sewer reticulation, sediment/bio-retention basins, landscaping and rehabilitation areas, and parks). Within the Technical Officer role, responsibilities pertain to the following:
* Site inspections including prestart meetings, road pavement, crossovers, stormwater, water and sewer, bio-retention/detention basins and landscaping as part of the on/off maintenance process;
* Liaising with consulting engineers, contractors and developers on a range of different development sites.
* Assessment of Construction Management Plans, pavement designs, bonding summaries and plan sealing application reviews and inspections.
* Auditing As Constructed packages including drawings and quality assurance documentation; and
* Responding to customer enquiries pertaining to development sites.
Engineering Assessment: Development Engineer Role
The Development Engineering Assessment Team conduct assessments of civil engineering development applications. These assessments focus on the detailed design for stormwater, access, parking, geotechnical considerations and service assets. The key knowledge areas associated with the Development Assessment Engineer role include:
* Reviewing engineering plans (conceptual and detailed design drawings) and reports (e.g. Stormwater Management Plans, Traffic Reports, Geotechnical Reports) as part of planning and operational works applications.
* Understanding of development legislation and regulations (e.g. Planning Act 2016, local government planning scheme/polices, development assessment rules, and how they apply to each development application).
* Understanding Logan City Council's development application lodgement processes (e.g. statutory timeframes for each part of the process which may include a confirmation notice, information request and decision notice).
* Application of engineering standards and engineering design (e.g. QUDM and Australian Standards).
* Liaising with internal and external stakeholders to ensure a positive development outcome is reached.
Technical Services: Technical Services Engineer Role
The Technical Services team are responsible for providing specialist planning and engineering advice on complex planning and operational works applications lodged with Council. The primary tasks undertaken by engineers in this team include:
* Reviewing detailed traffic and transport, flooding, stormwater quality and environmental engineering plans and reports.
* Interrogating engineering models and programs related to specialist areas including MUSIC, TUFLOW and other hydraulic models, SIDRA, and ArcGIS.
* Providing advice to internal and external stakeholders on complex engineering matters; and,
* Understanding development legislation, regulation and policies (e.g. Healthy Land and Water guidelines, Austroads and Australian Standards).
