ARRC Gold Coast is a dynamic and innovative resource recovery and circular economy company owned by the City of Gold Coast.

It is the powerhouse behind the Advanced Resource Recovery Centre (ARRC), a $1.6 billion state-of-the-art integrated recycling and energy precinct.

The ARRC will boost recycling capabilities, enhance remanufacturing and resource recovery and generate energy from residual waste.

Ultimately it will divert up to 97% of waste away from landfill, providing a sustainable waste management solution for the Gold Coast and South-east Queensland

The Opportunity

We're seeking an experienced Operations Manager to lead the ARRC Organics facility at Yatala, with accountability for service provider performance, commercial outcomes and sustainable business growth.

This role is responsible for the end-to-end management of the contracted operator, ensuring services are delivered safely, reliably and efficiently. You will work in close partnership with the provider to monitor performance, manage the contract and support continuous improvement, while maintaining clear expectations around cost, compliance and delivery outcomes.

You will play a key role in shaping and delivering the Organics business plan, working collaboratively with the service provider to optimise throughput, improve product quality, manage costs and identify opportunities to grow the business. The focus is on building a high-performing, transparent and solutions-oriented partnership that delivers strong operational and commercial results.

A critical component of the role is to oversee the capital works program, ensuring initiatives are prioritised and delivered in alignment with the business growth plan. You will work with the provider and internal teams to ensure capital investment translates into improved capability, operational performance and long-term value.

You will build strong, trusted relationships with the operator and broader stakeholders, maintaining clear visibility of site performance and supporting effective decision-making through data, reporting and operational insight. Working across operations, engineering and maintenance interfaces, you will help remove constraints and lift overall performance.

This role suits a commercially minded, practical leader who can work through others to achieve outcomes, balancing collaboration with accountability. You are comfortable engaging constructively with a service provider, aligning on shared goals and driving performance in a way that supports both operational excellence and long-term growth.

Your Key Responsibilities – Make Your Mark

· Lead safe, reliable operations through a service provider model, building a strong safety and performance culture.

· Manage the operational partner contract end-to-end, driving performance, cost, compliance and continuous improvement in partnership with the provider.

· Own and deliver the Organics Business Plan, aligning operations, growth initiatives and capital investment with ARRC's strategy.

· Drive commercial performance, monitoring budget, cost, efficiency, throughput and service levels, and acting on insights.

· Oversee the capital works program, ensuring delivery aligns to the business growth plan and delivers measurable operational value.

· Use data and reporting to drive decisions, identifying trends, resolving issues and improving outcomes.

· Ensure compliance with environmental, safety and regulatory requirements, including audits and reporting.

· Support operational readiness and transition of new or upgraded assets.

· Identify and implement improvement and growth opportunities across the operation.

· Build strong partnerships with the service provider and key stakeholders, and lift capability across teams.

Required and essential experience

· Experience leading operations, with preference in a service provider or outsourced model.

· Strong contract management experience.

· Demonstrated financial and commercial acumen, including budget and performance management.

· Experience developing or delivering business plans and growth initiatives.

· Proven ability to use data and reporting to drive performance.

· Experience in capital works, asset delivery or operational readiness.

· Background in organics, waste, recycling, resource recovery, logistics or similar preferred.

· Strong understanding of safety, environmental and regulatory frameworks

Qualifications

Tertiary qualification in a relevant field such as business administration, finance or asset management (e.g. MBA or equivalent) is highly regarded.
