Key Responsibilities
Reporting to the MTD Senior Manager, the successful candidate will be responsible for the planning, leading, organizing, supervising, and coordinating activities related to Secondary Devices. They will coordinate with Systems Operations (SO), Substation Division, Plants, P&E, Planning Division, and other functional groups to ensure smooth, safe, and efficient work implementation.
* Supervise and ensures implementation of PM and CM activities of protective relays, statistical meters, Network Disturbance Monitoring Equipment (NDME), Protection Management System (PMS), teleprotection, Station Battery Banks and Chargers of Substations.
* Supervise and ensures implementation of Fault Clearance System (FCS) inspection of substations.
* Supervise and ensures implementation of Functional Testing (FT) of protection, alarm, control, and interlock circuits of Substations.
* Supervise and ensures implementation of re-setting, calibration and testing of protective relays during implementation of issued setting sheets or relay setting revisions (including revisions in the instrument transformer ratio taps) necessitated by changes in the power system parameters.
* Supervise and ensures implementation of re-setting and calibration of statistical meters during revisions in the instrument transformer ratio taps necessitated by changes in the power system parameters.
* Supervise and ensures proper implementation in troubleshooting of all protection relays, associated control/alarm circuits, and tele-protection, and statistical meters during emergency situations.
* Supervise and ensures implementation of requests from internal and external customers.
* Monitors and ensures timely submission of test reports, relay coordination, fault levels and diagrams upon request of internal and external customers.
* Monitors preventive maintenance programs for all protective relays, statistical meters, associated control/alarm circuits, tele-protection, NDME, PMS, battery and chargers of Substations.
* Monitors rehabilitation or replacement programs for old and out-modeled protective relays, statistical meters, alarm and control system, tele-protection, NDME, PMS, substation battery and charger of Substations, including additional corrective activities geared towards upgrading, augmenting existing schemes and/or correcting deficiencies in existing schemes.
* Monitors and ensures optimal performance of protective relays, statistical meters, NDME, PMS, station battery and chargers, at various power system conditions.
* Monitors and ensures accurate and updated test reports of protective relays, statistical meters, NDME, PMS, station battery and chargers.
* Monitors and ensures accurate and updated protective relaying, alarm and control diagrams, and schematics of existing installations.
* Monitors and ensures that Grid and Sub-grid protective relay settings and configuration are technically compliant to NGCP philosophy and standards.
* Monitors and ensures the implementation of issued relay settings for Grid and Sub-grid protections.
* Monitors and ensures the accuracy of settings and appropriateness of configuration on Grid and Sub-grid statistical meters.
Additional Responsibilities
* Prepare and monitor annual capital and operating expense budget of the Section.
* Ensure availability of manpower during implementation of maintenance activities.
* Ensure availability of spare parts, materials and other supplies needed during preventive and corrective maintenance of the equipment.
Requirements
* Registered Electrical Engineer (REE).
* 3 years of relevant experience as field service engineer in Maintenance and Testing; or 2-year supervisory role in O&M other than Maintenance and Testing Division.
* Excellent coordination and communication skills in English and Tagalog.
* Works are performed in the Office, with field supervision. The position requires precise decision‐making, resourcefulness, initiative. There is high risk of exposure to high voltage power equipment and electrocution of AC/DC voltages, hazardous gases/chemicals in the field.
* The position requires working during all kinds of weather conditions at any given time.
* Broad knowledge on Engineering discipline.
* Knowledgeable in Equipment Test and Diagnostic, Protection and Secondary Device, and Substation Maintenance.
