Primary objective
Provide quality and evidence-based strategic advice to inform high level policy, planning and decision making. Oversee intergovernmental
relations through strategic partnerships with the Australian Government and other jurisdictions, to progress national education initiatives.
Lead agency-level strategy and corporate governance development and implementation to drive improvement and ensure legal and
regulatory requirements are met. Lead priority strategic policy and legislation reform, in partnership with business areas across the agency.
Context statement
The Strategic Policy branch is responsible for managing strategic planning, policy and governance to assist the organisation to achieve its
objectives and deliver quality education services across the Northern Territory through the implementation of evidence-based reform. It
is also responsible for developing and maintaining strategic partnerships with the Australian Government to progress national education
initiatives.
Key duties and responsibilities
1. Develop the department's strategic plan and establish systems to implement, monitor, report against and achieve the goals of that
strategy, including identification and mitigation of key risks to success.
2. As part of the leadership team, provide strategic direction, and work collegiately across Strategic Services for the end-to-end use of
data from collection through digital systems, projects, programs, analysis, research, evaluations and strategic policy initiatives.
1. Lead intergovernmental policy-related matters through strategic alliances and collaborative partnerships with stakeholders at local,
inter-jurisdictional and national levels.
4. Lead and manage the design, development and implementation of priority strategic education policy initiatives through cross divisional,
interagency and national coordination, in response to current and emerging issues affecting education in the Northern Territory.
1. Lead the development, implementation, and continuous review of agency corporate governance arrangements to progress the work
of the agency, drive performance, manage risk and ensure legal and regulatory requirements are met.
6. Lead negotiations with the Australian Government in relation to national and bilateral funding agreements.
1. Lead and deliver reform to education related legislation.
2. Represent the department on relevant inter-agency and national governance groups.
Selection criteria
Essential
1. Highly developed expertise and experience in developing and influencing education strategic policy in a demanding service delivery
environment, through evidence-based research, critical analysis and provision of high-level strategic policy advice, demonstrating
strong conceptual and analytical skills.
1. Superior strategic and operational leadership and management skills, with experience leading diverse teams to deliver with a positive
culture of performance.
1. Demonstrated experience in the areas of corporate governance, strategy development, legislative reform, policy development,
intergovernmental relations.
1. Demonstrated commitment to flexible, innovative and problem-solving approaches to all aspects of the job and the ability to work
under pressure, including dealing with changing priorities and stringent deadlines.
1. Highly developed communication skills with the ability to negotiate confidentially and communicate appropriate, meaningful and
accurate information and analysis to a wide variety of audiences.
1. Astuteness in interpreting and managing social, political and organisational environments with the ability to network, build relationships
and create strategic alliances to deliver strategic and intergovernmental reform.
Desirable
1. Tertiary qualifications relevant to the position.
2. Knowledge of education systems and the strategic direction and objectives of the Department of Education and Northern Territory
Government.
