About the Division The Business Services Division leads the provision of quality Academy corporate support services and functions (including procurement, project management and program governance, human resources and culture architecture, finance, facilities management and, risk, audit and reporting) which enable successful operation of the Academy. In addition, the Business Services Division is responsible for the oversight, delivery and reporting of the compliance obligations required of a statutory authority. About the Role This is a fixed term role until 31st December 2026 The People, Capability and Culture (PCC) team connects and enables our people. Dedicated to a seamless, employee-focused experience, the PCC team provide end-to-end employee lifecycle support, offering guidance on recruitment, personnel matters, professional learning and capability development. The PCC team are a central partner and conduit to the Department of Education's People, Strategy and Operations teams. Simultaneously, the PCC team lead the development of the Academy's People Matter Action Plan, focusing on fostering a positive and inclusive workplace culture, driving engagement and wellbeing while ensuring our people practices remain robust, high-performing and fit-for-purpose. The focus of Policy and Project Officer, People, Capability and Culture supports the delivery of a broad range of people, capability and culture (PCC) activities and projects across the Academy. This role contributes to coordinated HR support, policy implementation and project coordination that enables a well-functioning and capable workforce. The responsibilities of the Project Officer, PCC include: * contributing to workforce planning, reporting and analysis to inform strategic decision-making and ensure alignment with organisational priorities * delivering core people processes across the employee lifecycle, including recruitment, onboarding, performance and development, and offboarding * producing and coordinating key workforce reporting and compliance activities e.g. HR Dashboard, Annual Report inputs, VAGO requirements, People Matter Survey and Exit Survey * supporting the delivery of organisational development and capability programs informed by workforce data and emerging needs * providing advice internal stakeholders on people matters, in alignment with Department policies and legislative requirements * supporting initiatives that strengthen culture, engagement and wellbeing, including development and delivery of the People Matter Action Plan. * coordinating the engagement and management of agency staff across the Academy in line with relevant policies and processes * preparing clear, accurate and audience-appropriate papers, briefings and materials to support HR initiatives and decision-making * working collaboratively across teams to apply and maintain HR systems, processes and compliance requirements * contributing to continuous improvement of PCC practices, policies and procedures Capabilities * Experience supporting and coordinating PCC activities in a complex environment * Strong interpersonal and communication skills with the ability to engage effectively across a range of internal and external stakeholders * Sound organisational skills with the ability to coordinate competing priorities and prepare materials to support delivery * Ability to build and maintain effective working relationships with a broad range of stakeholders * Ability to coordinate and apply systems and processes to support program delivery and meet changing requirements. Desirable Qualifications and Experience * Experience working in a dynamic, high performing HR advisory function in a large complex organisation. * Knowledge, understanding and ability to convey specialist People, Capability and Culture concepts, policies, * A qualification in HR is desirable.
