Each year our busy and dedicated team of Planning and Development Specialists assess and approve approximately 2,000 development applications. These consist of a mixture of low to high density residential, commercial, industrial and community uses.
We are now looking to appoint a Development Officer-Planning (Urban Planner) to undertake planning assessments in relation to all forms of development applications in a team with a positive culture.
Reporting to the Team Leader - Planning this position has the following accountabilities:
1. Assessing the Planning and Land Division stage of development applications of varying levels of complexity, undertaking any necessary procedural requirements.
2. Exercising development assessment decision making powers in accordance with Council’s Delegation of Authority policy.
3. Negotiating with applicants, architects, developers and the public to achieve positive development outcomes.
4. Instructing and briefing Council’s solicitors on development assessment and compliance matters, and representing Council at the Environment, Resources and Development Court regarding development assessment matters.
5. Providing expert specialist advice to other Council officers and departments on development application assessment issues.
6. Preparing written reports to Council Assessment Panel (CAP) on the assessment of development applications, including recommendations or written reports to Council on liquor licence applications or other matters relevant to the department.
7. Responding to requests from elected members and other business units in relation to planning, development potential, enforcement, planning policy, building and general information and advice.
8. Attending to telephone, counter and written enquiries from the public and external organisations with information relating to general development, development potential, enforcement, planning policy and development assessment matters.
To be considered for this role you will preferably have working knowledge of the PDI Act 2016, PDI Regulations 2017 and Planning and Design Code (specifically as they relate to urban planning matters). Detailed knowledge of other associated or related legislation relevant to urban planning matters will be favourable.
You may have had prior experience in dealing with the public, elected members, developers, consultants, and representatives of other organisations in town planning matters, or you may have interpersonal and customer service skills befitting a client facing employee.

Please note, a Driver’s licence (car), an ability to climb ladders and work at heights (for site inspection), occasional out of hours attendance and occasional attendance at Council Assessment Panel meetings (maximum 2 per month) is desired for this position.
