The Department of Justice and Community Safety is seeking a Business Services Manager to provide a critical role at Rivergum Residential Treatment Centre.
About the Business Unit
The Serious Offenders Act 2018 sets out a civil, non-punitive scheme that provides for the ongoing supervision or detention of serious sex offenders and serious violent offenders who have completed their prison sentence and pose an unacceptable risk of committing further offences. Correction Victoria's end-to-end management and delivery of services to serious offenders on post-sentence orders occurs through a multi-faceted governance and operating model. The Post Sentence Branch, within the Community Operations and Offender Services Division of Corrections Victoria, provides central oversight and governance of the post sentence scheme and offenders subject to post sentence orders. Rivergum Residential Treatment Centre accommodates up to 20 male residents, including both serious violent offenders and serious sex offenders. The facility is non-punitive in nature and has a strong focus on therapeutic intervention and rehabilitation. In addition, it is consistent with the overarching intent of the post-sentence scheme by providing secure accommodation and enhancing community protection.
About the Role
Based at Rivergum, the Business Services Manager reports directly to the General Manager of Rivergum and will have responsibility for the provision of strategic and operational business services with a focus on human resources and administrative management including financial management, contract management, facility and asset management and corporate support. This position will be responsible for supervising and leading the administrative team who have responsibility for payroll and rostering, financial processing and general administration.
This is a critical role in supporting the business objectives of Rivergum and ensuring a positive workforce culture.
Some of your duties will include:
* Lead and manage, under the guidance of People and Culture, a team of specialists responsible for the effective and efficient delivery of a range of HR services including payroll, staff learning and development, Work Cover, return to work and recruitment.
* Plan and prioritise the team's workload and ensure service standards are developed implemented and achieved to a high standard.
* Provide high-level advice on a range of matters relating to current HR policies and procedures including industrial instruments such as the VPS Enterprise Agreement
* Manage and coordinate the delivery of a high quality, internal transfer and recruitment function including role design, advertising, shortlisting, interview and selection, as well as candidate feedback.
* Identify and recommend enhancements to systems and processes to improve quality and service delivery outcomes for the facility; and act promptly to rectify problems.
* Manage business continuity and quality assurance for Rivergum's service delivery.
* Oversee the purchase order, accounts payable functions and other finance and administrative tasks.

About you
To be successful in this role, you will have:
* Demonstrated knowledge and expertise in generalist human resources functions, including employee relations, workforce development, recruitment, payroll, Work Cover and file management.
* Demonstrated knowledge in the application of relevant legislation and employment conditions.
* Demonstrated knowledge of CHRIS21 or other payroll systems is desirable.
