PRACTICE FRAMEWORK

Toora helps women, trans women, and other feminine-identifying people living with trauma through experiencing any combination of:

· Homelessness

· Domestic violence

· Alcohol and substance dependency, or

· Connection with the corrections system.

Our current domestic violence, homelessness and AOD health treatment programs range across a variety of settings, such as crisis support, transitional or head tenancy accommodation, day programs, counselling and outreach support.

This allows us to provide holistic wrap-around, trauma-informed care within an integrated service system. We deliver these complex services within a human rights and gender sensitive framework, with advocacy at the forefront.

All services are based on a theoretical model of recovery, respect and empowerment. This includes encouraging self-help to our clients and assisting in minimizing the effects of institutional discrimination or disadvantages, and its associated harm.

PURPOSE OF POSITION

The Finance Manager collaborates with and provides high quality financial reporting, services and advice to stakeholders across the Toora and has responsibility to support the delivery of timely information and financial reports to senior management to enable compliance with regulations. They have a strong understanding of financial management principles and provide advice, support and assistance on the implementation of various finance related initiatives. The Finance Manager works with staff within the Finance and Property Teams and Executives.

REPORTING RELATIONSHIP & KEY STAKEHOLDERS

The Finance Manager will report directly to the Chief Operating Officer.

This position requires strong development and ongoing maintenance of strong working relationships with:

Internal Stakeholders

· CEO

· COO

· Executive Director of Homelessness and Domestic Violence

· Executive Director of AOD and Clinical

· Manager of Clinical

· Manager of AOD

· Finance and Tenancy Officers

· All staff (ad hoc basis)

External Stakeholders

· The Auditors

· Funding Bodies (Commonwealth and ACT Government)

· ACT Housing

· Various Suppliers

· ATO

· Beyond Bank

KEY RESPONSIBILITIES & DELIVERABLES

· Deliver high-quality financial reporting and specialist advice, exercising initiative and independent judgement in the interpretation of financial data, funding requirements and organisational policies.

· Prepare accurate and timely monthly management reports (including variance analysis against budget, prior periods and agreed benchmarks) and provide clear insights and recommendations to executives and budget holders.

· Coordinate the annual budget and periodic forecasting processes in consultation with stakeholders, including guidance on assumptions, timelines, templates and documentation standards.

· Undertake complex reconciliations and review journals and key balance sheet accounts, identifying anomalies, investigating issues to root cause and ensuring corrective actions are implemented.

· Support the preparation of audited statutory accounts and year-end workpapers, coordinating information requests across the organisation and liaising with external auditors to resolve queries.

· Manage compliance obligations relevant to the role (including BAS, FBT and other statutory reporting), ensuring submissions are complete, accurate and lodged within required timeframes.

· Maintain financial governance controls by reviewing and improving finance processes, internal controls and systems capability, and contributing to the implementation of agreed improvements.

· Manage and maintain the fixed asset register (including vehicle-related accounting requirements), ensuring accurate capitalisation, depreciation and disposals.

· Provide responsive stakeholder support, translating complex financial information for non-financial audiences and strengthening financial capability across the organisation.

· Prepare and deliver periodic and ad hoc reporting and analysis as required, ensuring accuracy, clarity and fit-for-purpose presentation for decision-making.

· Contribute to team effectiveness through knowledge sharing, coaching and support to other staff as required, consistent with Level 6 expectations and the principle of multi-skilling.

· Perform other duties as requested, consistent with the classification level of the position.


CONDITIONS OF EMPLOYMENT

· The duties of this position may be adapted to accommodate changes in organisational requirements or scope, as determined by the service or corporate planning processes.

· Changes to this position description will not occur without staff consultation.

· Out-of-hours work, or attendance at community events or activities may be required on occasion.

· Must hold a current Working with Vulnerable People (WWVP) Registration for the duration of employment.

· Must provide (at commencement) a National Police Records Check (NPRC) that is dated within 90 days of commencement of employment. This will be reviewed annually, and employment is contingent on maintaining an acceptable record.

· May be required to work from any Toora office or shared client location.

· Must work collaboratively within Toora’s service environment and systems.

· Must adhere to all relevant policies and procedures at Toora.

· Must adhere to all WHS policies and procedures at Toora and whilst undertaking activities on behalf of Toora, including adhering to their obligations under the Work Health & Safety Act 2011.

· Participation in Toora’s Quality Improvement Systems, including audit activities, surveys or needs analysis, or other related activities.
