JOB PURPOSE
The Geelong Industry Trade Training Centre Manager is accountable to the Lead School Principal (Northern Bay College), and the GITTC Board, for the effective management and timely development of the GITTC facility to meet all educational and financial goals.
KEY RESULT AREAS
1. VET Program Coordination – Ensures the effective management and coordination of all aspects of the VET program for the cluster schools.
This includes:
2. Liaising closely with the GITTC Board and RTOs in the implementation of VET programs in the GITCC.
3. Maintaining contact and working closely with VET Coordinators at schools.
4. Providing leadership and GITTC promotion at VET/SBAT Coordinator planning meetings.
5. Utilising strong knowledge of schools and educational frameworks to ensure GITTC programs and opportunities deliver valued outcomes for students and their schools.
6. Organising GITTC VET opportunities and promotion with schools.
7. Attending and contributing to school Information evenings as requested.
8. Ensuring VET student reports meet standards and are collated and distributed in a timely manner.
9. Enabling open communication with Parents/Carers of VET students.
10. Maintaining and distributing delivery and assessment plans to schools for VASS purposes and developing and maintaining MOUs and Department of Education contracts.
11. Applying for state and national awards as opportunities present themselves.
12. Liaising with VASS Officers to ensure that student VET records, certification and information is entered and maintained on the VASS database.
13. Assisting GITTC user schools in VET staffing forecasts and staffing requirements for the VET programs.
14. Assisting in the formulating, funding, costing and invoicing for VET Programs

Business and Commercial Development and Marketing – Work to maintain the GITTC focus on the development of training programs and pathways for secondary school students as VET programs and commercial leasing grows and develops to meet community needs and that the utilisation of the GITTC facility is maximized over time through leases, partnerships, sponsorships and other commercial means.
This includes:
16. Promoting Vocational Education and Training (VET) programs for schools and the broader community.
17. Promoting and managing the usage of the facility with RTOs, industry, schools and community
18. Liaising with VET coordinators of schools in matters relating to promotion of the GITTC and VET programs as offered.
19. Assisting in formulating funding, costing and invoicing for VET programs.
20. Liaising with the board in developing strategic plans and business development initiatives.
21. Developing policies and procedures for the management of multiple usage of the facility.
22. Creating innovative approaches to realise the business potential of the GITTC and its ability to support positive relationships with, and outcomes for, community organisations.
23. Preparing relevant reports to Board
24. Regulatory and Contractual Compliance - Work with the GITTC Chair to assist the GITTC to meet all regulatory and contractual compliance conditions.
This includes:
25. ensuring that Northern Bay College the GITTC and auspiced RTOs comply with the Standards for Registered Training Organisations across all of its operations and in all of its training/assessment activities, as well as the preparation and provision of relevant documentation for auditing purposes.
26. Liaising with the State or Territory registering body to ensure that the college’s scope of registration, including staff qualifications, is current and compliant, and where required apply for any extension to the scope of registration.
27. ensuring all staff, students and visitors’ health and wellbeing is protected on access to the centre.
28. Student transitions, apprenticeship and career counselling coordination - Support processes for student career development planning and transition across year levels.
This includes:
29. Co-coordinating the entry of Year 10 students into Year 11; Year 11 students into Year 12 through the organisation of transition programs.
30. Providing liaison between the students, parents, RTOs, employers and schools on matters of career counselling and opportunities.
31. Support to GITTC governance structures - Works with the GITTC Chair to advise and support the Board on all matters pertinent to the efficient and effective management and governance of the GITTC.
This includes:
32. Attending key meetings and providing information and advice on the administration and development of the centre.
33. Developing and maintaining all information relevant to the operation and maintenance of the facility.
34. Providing reports on business results, program numbers, cash flow, and accounting outcomes on a timely basis.
35. Reporting at regular intervals on other key performance indicators.
36. Representing the Centre as directed by the Board in stakeholder meetings and other communication and engagement initiatives.
37. Being the initial point of contact for current and potential stakeholders.
Responsibilities
In recognition of the importance of leadership and management combined with exemplary teaching practice for improved student learning outcomes, the key roles of the leading teachers may include but are not limited to:
38. Leading and managing the implementation of whole-school improvement initiatives related to the school strategic plan and school priorities
39. Leading and managing the implementation of whole-school improvement strategies related to curriculum planning and delivery;
40. Leading and managing the provision of professional development and developing individual and team development plans for teaching staff within the priorities of the school;
41. Leading and managing staff performance and development (review of staff);
42. Teaching demonstration lessons;
43. Leading and managing the development of the school's assessment and reporting policies and practices;
44. Leading and managing the implementation of the school operations and policies related to student welfare and discipline;
45. Leading the development of curriculum in a major learning area and participating in curriculum development in other areas;
46. Responsibility for general discipline matters beyond the management of classroom teachers;
47. Contributing to the overall leadership and management of the school;
48. Contributing to the development of proposals for school council consideration;
49. Developing and managing the school code of conduct.
Who May Apply
Teachers currently registered or eligible for registration with the Victorian Institute of Teaching and qualified to teach and/or have demonstrated experience in the curriculum area(s) specified for the position.

VIT LANTITE
To be eligible for employment, transfer or promotion in the principal or teacher class a person must have provisional or full registration from the Victorian Institute of Teaching. In addition, from 3 August 2020, to be eligible for employment in the principal class or teacher class, a person who graduated from a Victorian Initial Teacher Education program after 1 July 2016, must demonstrate that they have passed the literacy and numeracy test for initial teacher education (LANTITE) requirements. This condition is satisfied where the LANTITE requirement is part of the Victorian Initial Teacher Education program completed by the person.
Location Profile
The Geelong Industry Trade Training Centre (GITTC) is an important provider of vocational education and training and is a gateway into employment in priority and skill shortage areas. The GITTC’s priority is on the development of training programs and pathways for secondary school students. This guides that our operations can be complimented and extended through third-party hiring of the facilities, but this should not restrict the opportunities for school-aged students to access the Centre and its courses.
Established since 2012, the GITTC has been offering a mixture of Vocational Education and Training in Schools (VETiS) programs and commercial operations. The GITTC concept was formed through the pooling of $10,498,000 by a cluster of schools during the Round 2 of the Trade Training Centre Program in 2009. The cluster of schools, who we refer to as Foundation Schools, are the partner schools and parties to this agreement and include:

The GITTC facility consists of seven separate learning spaces and has the capacity to accommodate 186 students in the vocational learning spaces and up to 40 people in the conference room at any one time. GITTC currently offers nine VETiS programs to students in the cluster schools and other schools across Geelong and surrounding areas. VETiS programs offered through the GITTC are offered through a range of delivery modes.
The operation of the GITTC is currently described in a Memorandum of Understanding between the GITTC Foundation schools. A Board, made up of school and industry members, leads the governance of GITTC. A set of Governance Principles were developed to guide the Geelong Industry Trade Training Centre governance model.
A key consideration for the GITTC is the necessity to ensure that the obligations described in an Overarching Funding Agreement with the Commonwealth are addressed. In summary these aim to ensure that the GITTC is sustainable, financially viable and the designated use for school aged young people is maximised for its twenty-year life.
Factors that will be critical to the ultimate success are: -
61. Strong and active community support in the Northern suburbs, particularly from industry and local people who stand to gain from access to a successful vocational training institution.
62. Continuing Northern Bay College and school cluster financial and administrative support, use of facilities for VET programs and active engagement in driving the Centre to successful financial viability.
63. Development of a compelling educational and commercial proposition for the local community and the wider region that will support marketing, attract students and commercial customers and generate significant revenues.
64. Appropriate funding and development of an effective facility management and administration system that will facilitate the professional presentation of the facility, its efficient operation and maintenance and the development of an attractive brand.
65. A functional Advisory Group that complies with all legal, insurance and licensing requirements and allows the development of a formal board.
66. Ongoing, flexible support from state educational authorities that will allow the development of an optimal educational and commercial model that will guarantee the success of the Centre.
67. Well planned, productive relationships with other major educational providers in the region through a curriculum and market offer that provides complementary rather than direct competition with others.
