Logan City Council is seeking an Assessment Team Leader to lead our Water Infrastructure Services (WIS) Development Assessment Team within the Logan Water Development Services Program. This team plays a critical role in managing water and wastewater infrastructure assessments for new developments, ensuring compliance with Logan Water standards and supporting sustainable growth across the city.

As Assessment Team Leader, you will provide leadership and technical guidance, supporting the team with day-to-day workload management and knowledge development. You'll manage complex assessment applications, problem-solve development challenges, and ensure compliance with legislative and team objectives. A key part of your role will be mentoring and coaching team members to build future capability and succession.


Key Indicators

* Provide strategic oversight and guidance on complex water and sewerage development assessment matters, including pre-lodgement advice, design reviews, and condition setting, ensuring consistency across the team.
* Lead and coordinate engineering assessments for complex development applications and operational works, setting priorities and supporting the team in identifying risks and opportunities for Council infrastructure.
* Ensure compliance and accountability by endorsing developer-delivered water and wastewater designs and coaching team members on Logan Water standards.
* Direct negotiations and approvals for water and wastewater infrastructure agreements and tankering agreements, empowering the team to manage complex stakeholder interactions effectively.
* Champion quality reporting by setting expectations for high‑quality technical reports and briefs prepared for senior stakeholders, including Executive Leadership and Councillors.
* Provide strategic input for Planning & Environment Court appeals and policy development, ensuring team contributions align with organisational objectives.
* Foster a learning culture by delivering coaching, mentoring, and quality assurance to engineers, graduates, and undergraduates, building technical capability and leadership within the team.
* Drive continuous improvement by leading initiatives that enhance development assessment processes, documentation, and reporting, and embedding best practices across the team.
* Stay ahead of industry changes and guide the team in adapting to new legislation, standards, and emerging technologies relevant to water and wastewater infrastructure.
* Represent Logan Water as a leader in negotiations and stakeholder engagement, modelling professionalism and collaboration with developers, consultants, and government agencies.


You'll possess

* Extensive experience in assessing and preparing residential and commercial development applications for water and wastewater infrastructure.
* Strong understanding of processes for managing interfaces between land development and local government water/sewerage infrastructure.
* Advanced knowledge of water supply and wastewater infrastructure planning, design, construction, and operational practices.
* Comprehensive understanding of SEQ Water Supply and Sewerage Design and Construction Code (SEQcode) and relevant planning legislation.
* Proven ability to review detailed designs, interpret engineering and hydraulic reports, and provide clear, concise feedback.
* Experience in quality assurance assessments and a passion for mentoring and coaching engineers, graduates, and undergraduates.
* Highly developed skills in using GIS systems (e.g., ArcGIS) and proficiency with Office 365, with adaptability to new technologies.
* Strong written and verbal communication skills, including report writing, stakeholder engagement, and conflict resolution.
* Demonstrated ability to lead small projects, manage competing priorities, and work autonomously while contributing to team culture.
* A collaborative mindset with the ability to build rapport quickly, positively influence outcomes, and manage complex stakeholder relationships.


Requirements

* Degree qualification in Civil or Environmental Engineering
* Registration as a Professional Engineer, Queensland (RPEQ)
* Motor Vehicle C Class licence
* Construction Safety induction (White Card) (or obtain one within 3 months of commencement)
* Pass a "Power of Entry" test (obtain one within 3 months of commencement)
