About the Role
Service Stream’s Transport division is seeking a Bid Director – Transport & Road Maintenance to join our growing company. Reporting to the General Manager Strategy & Growth you will play a critical leadership role in driving the successful capture of complex and high-value road maintenance contracts. You will lead cross-functional bid teams, shape competitive strategies, and act as the commercial anchor across the lifecycle of a tender.
This role requires sharp commercial judgment, entrepreneurial thinking, and strong technical understanding of estimating, pricing, and client drivers in the road maintenance sector.
Key Responsibilities:
Bid Strategy & Leadership:
• Lead the end-to-end bid process for major road maintenance contracts (> $50M+), from pursuit decision to submission and negotiation.
• Develop winning strategies grounded in deep commercial insight, risk awareness, and client expectations.
• Coordinate multidisciplinary teams (estimators, legal, engineering, operations, finance) to develop compelling, compliant, and commercially sound proposals.
Commercial & Financial Leadership:
• Own and drive bid commercials – including pricing strategy, risk allocation, profit modelling, and commercial assumptions.
• Ensure alignment of tender submissions with broader business P&L, EBIT targets, and margin expectations.
• Provide input on pricing and margin levers based on market intel, delivery risk, and competitor behaviour.
• Actively challenge and validate cost estimates, ensuring accuracy, realism, and commercial competitiveness.
Client Engagement & Negotiation:
• Build and manage key client relationships during pre-tender, tender, and post-tender stages.
• Represent the business in commercial negotiations, clarifications, and presentations with clients.
• Influence procurement teams, technical advisors, and decision-makers to position the company as a preferred delivery partner.
Entrepreneurial & Market Development:
• Identify emerging opportunities and shape go/no-go decisions through a commercial and strategic lens.
• Leverage internal and external networks to identify partnerships, subcontractors, and innovative solutions.
• Contribute to pipeline planning and growth strategy by feeding back market intelligence and tender trends.
About you:
Our ideal candidate will have:
* Minimum 10 years’ experience in road maintenance, transport infrastructure, or civil services, with at least 5 years in senior bid leadership roles.
* Proven record of winning and negotiating large-scale tenders with public and private sector clients (e.g. TfNSW, local councils, asset owners).
* Deep understanding of estimating processes, work breakdown structures, and cost inputs (ideally with firsthand experience).
* Strong commercial acumen and business judgement – understands what drives P&L, risk, and contract success.
* Advanced stakeholder engagement and negotiation skills, including with senior client representatives.
* Strategic mindset with entrepreneurial drive – thrives in a fast-paced, opportunity-led environment.
* Clear, persuasive communicator with strong written and verbal skills.
* Degree in Civil Engineering, Construction Management, Business, Commerce or related field.
* Formal training in commercial contract management, estimating or project controls.
* Familiarity with TfNSW, VicRoads, or local government procurement models highly desirable.
