About the Assignment

The Project Controls Lead (PCL) is responsible for project controls, cost and finance matters supporting the APF Tie-In Project Team and will provide leadership and direction in all aspects of project controls, cost management and performance monitoring. The PCL will administer project controls processes consistent with approved execution strategies and plans for successful delivery of the project, and will provide the project team with meaningful, current and accurate data in order to make informed decisions.

The role reports to the Project Services Manager – APF but also works closely with scope leads and the PNG Project Services function. The PCL provides expert technical advice and guidance, to ensure a consistent approach to project controls is achieved and where required, leads the development of documents, processes and tools to support the Project. They will engage with each contracted organisation to ensure timely and accurate progress / cost reporting is provided to allow identification and management of emerging trends / issues within each contractor's scope.

Tasks include:

Project Controls Leadership

* Work closely with Project Management Team (PMT) members, Contractors, and key stakeholders, to implement Project Controls on the project;
* Advise the Project Services Manager and Project Managers of areas of actual or potential problems, including recommendations to alleviate problems;
* Provide appropriate leadership and supervision of project controls personnel;
* Subject matter expert and primary contact for all project controls matters;
* Lead the Project Change Management and Risk Management processes.

General Project Controls

* Manage the project input into the periodic budget processes with PNG BU.
* Monitoring, analysis and reporting of costs vs. budget, including preparation of trends and forecasts;
* Flag unfavourable trends in a timely manner so that project management have an opportunity to take corrective action to influence the project outcome;
* Identify cost-overrun risks and their root cause and recommend mitigations;
* Ensure cost control and schedule processes, procedures and tools are understood within the project team;
* Ensure financial compliance with Santos' contractual obligations in relation to the project (accruals integrity, cash calling, budget approvals, reporting, etc.);
* Maintain commercial awareness of contract packages through understanding of awarded work scope, payment terms, commercial conditions, potential variations, project strategies and interfaces with other contracts;
* Ensure all finance related administrative issues are raised and actioned in a timely manner;
* Support tendering, contractor selection, contract administration and closeout;
* Provide financial review and advice in relation to all commercial agreements arising from the project including contractual risks.
* Work with Contractors to oversee development of cost estimates and associated deliverables as required;
* Lead the preparation of the Project Monthly Report by compiling information from disparate sources, including EPC Contractors as well as interpretation and analysis of reports produced by others;
* Provide support for development of various management presentations.

Location for this assignment is Brisbane working full-time office hours.

About You

* Tertiary qualified in engineering, project management or other relevant upstream oil and gas qualification.
* Experience with construction contracts, preferably in remote locations and with rates based compensation.
* Execution experience on capital projects within the upstream oil and gas industry.
* Global experience, especially in developing countries and / or remote locations is desirable.
* Demonstrated track record in the successful completion of project controls tasks with limited supervision.
* Strong stakeholder engagement skills, particularly related to reporting.
* Analytical, with the ability to utilise multiple data sources to deliver outcomes.
* Process driven with an enthusiasm for identifying improvements and efficiencies.
* In-depth knowledge of planning and proficient in Primavera P6;
* In-depth knowledge of project change control, risk management and cost forecasting;
* In-depth knowledge of differences in performing project controls with different contract types (e.g., reimbursable cost, unit rate and lump sum);
* Proficient in oral and written communications and high level presentation skills/ experience;
* Effective interpersonal skills required to interact with others both above and below in seniority; and
* Advanced level of proficiency in Microsoft Suite, especially MS Excel.
