Senior Finance Officer - Infrastructure Investment and Finance
The Infrastructure Services Division (ISD), Infrastructure Finance team provide high-quality financial management for a $4 billion+ capital and operational works program. With a team of 29 finance professionals, we focus on operational excellence, data-driven insights, and strong collaboration across the division and the broader department.
About The Role
This role requires strong analytical capability, excellent stakeholder engagement, and a solid understanding of government budgeting frameworks and workforce management processes.
Key Responsibilities
Coordinate the preparation and monitoring of FTE and operating budgets, including forecasting, variance analysis, reporting and presentation of results to senior officers.
Undertake budget profiling, accrual coordination, and month-end reporting processes in line with Departmental and Treasury timelines.
Interpret and analyse FTE data to support workforce planning, forecasting, and management decisions.
Contribute to the preparation of budget submissions and estimate briefs for CBRC, Queensland Treasury (QT), and internal Departmental reviews.
Assist with financial modelling, sensitivity analysis, and data validation to support strategic and operational decision-making.
Provide high-quality financial advice to senior managers, highlighting trends, risks, and emerging issues.
Collaborate across ISD and Central Office to drive continuous improvement and promote consistency in budgeting and reporting practices.
Support dashboard interpretation and data refresh activities (in collaboration with the Power BI development team).
About You
Experienced with SAP or similar ERP financial systems.
Familiarity with Queensland Government budget processes, guidelines, and reporting frameworks.
Essential Capabilities
Demonstrated management accounting experience, ideally within a government environment.
Strong understanding of FTE and workforce budgeting, including MOHRI data interpretation and FTE cap management.
Proven experience with budget forecasting, variance analysis, and financial performance monitoring.
Advanced Microsoft Excel skills (pivot tables, formulas, modelling).
Ability to prepare or contribute to CBRC, QT, or internal budget submissions and estimates briefs.
Strong written and verbal communication skills with the ability to convey financial insights clearly.
High attention to detail and commitment to accuracy and timeliness.
