JOB SUMMARY
Performs responsible administrative, supervisory, and technical work overseeing the development, preparation, and implementation of work programs and work schedules for road and drainage engineering and maintenance inspections, including the coordination of activities of field personnel. Work involves planning, assigning, and directing work and examining work for accuracy and compliance with policies and procedures.
ESSENTIAL JOB FUNCTIONS

* Reviews construction plans and specifications for County projects, rights of way (ROW) permits and commercial and subdivision development plans; provides comments and recommendations during critical submittals for compliance with specified criteria; and may be required to actively participate on the Development Review Committee for the Public Works Department.
* Supervises and coordinates activities of field personnel, including formulating work schedules; and is responsible for the selection, promotion, training, safety, appraisal, and discipline of assigned employees.
* Reviews all project, permit, vehicle, and equipment reports; and resolves any concerns or issues to ensure compliance with all policies, specifications, and procedures.
* Prepares detailed cost and time estimates for planned and proposed road maintenance, engineering and/or drainage system projects, including bond releases, inspection costs, etc.
* Reviews listings of conditions for acceptance or rejection of utility work to be performed within County ROW; performs site visits if necessary; and forwards conditions to appropriate departments for permit issuance or rejection.
* Formulates master schedule to establish sequence and lead time of operations necessary to accomplish multiple budgeted engineering and maintenance work programs; and ensures that work performed conforms to policies and procedures.
* Performs on-site inspection overviews of projects; and may perform or assist with inspections.
* Provides guidance and technical expertise to Project Managers; assists with identifying and resolving conflicts with contracted work, project scheduling, constructability, permitting, submittal approvals, contract definitions, etc.; and may perform project management duties as needed.
* Assists in developing, implementing, and maintaining department policies, standard operating procedures, ordinances, etc., and monitors efficiency under established guidelines.
* Attends and participates in meetings such as project pre-bids, bid lettings, and pre-construction conferences; and attends and chairs contract-specified progress meetings for assigned projects.
* Assists in preparing scope of services for Public Works construction programs, as well as assisting in the preparation and administration of the operating budget.
* Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.


Min. Education, Licenses and Certifications

Education and Experience:
An equivalent combination of relevant training, education and experience:

* High school diploma or equivalent
o Preferred: supplemented by vocational or technical training in civil engineering, or construction management
* Five (5) years of experience in progressively responsible experience in engineering inspection, plan and permit review, or construction management, to include lead or supervisory experience.

Licenses and/or Certificates:
* Must maintain a valid driver's license.
* Must maintain the following certifications:
o Earth Works 1 and 2 and Asphalt 1 and 2 from the Florida Department of Transportation's Construction Training Qualification Program
o Concrete Field Testing from American Concrete Institute.


Knowledge, Skills and Abilities

* Knowledge of departmental policies, plans, and procedures.
* Knowledge of modern office practices, plans, and procedures.
* Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
* Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures, and policies.
* Knowledge of construction practices currently recognized in the construction industry.
* Knowledge of County codes and ordinances, principles of Public Works management, DOT specifications and indexes for construction.
* Knowledge of Public Works field operations, including identification and problem solving critical to successful performance.
* Quantitative skills including financial calculations and basic knowledge of algebra and geometry.
* Strong leadership and managerial skills, including team building, mediation, and motivational skills.
* Strong analytical and research skills.
* Strong written and oral communication skills including public speaking and the ability to develop effective proposals, prepare reports, schedules, memoranda and other correspondence, and the ability to maintain accurate records and reports.
* Skill in effective communication, both orally and in writing.
* Skill in prioritizing and organizing work.
* Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
* Ability to determine requirements, provide necessary input, and estimate costs for a proposed project.
* Ability to assess processes and operational performance and to make appropriate adjustments to maximize efficiency, quality of output and operational performance.
* Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.

Supplemental Information

PHYSICAL DEMANDS
Sitting, stooping, crouching, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, pushing, talking, finger movement, repetitive motions. Occasional lifting up to 25 pounds.
WORK ENVIRONMENT
Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
