About the opportunity

The Program Officer leads the design, delivery and continuous improvement of prevention-focused initiatives and projects within Health and Safety at WorkSafe Victoria. This includes contributing to the development of supporting policies, procedures and frameworks, and proactively working with key internal and external stakeholders to ensure prevention initiatives and outcomes are well understood, supported, and effectively embedded into practice.

These roles play an important part within the Prevention, Strategy & Planning function at WorkSafe, contributing to the delivery of coordinated, portfolio-wide approaches to improving health and safety outcomes in the Victorian community.

Due to parental leave and internal promotion, we currently have two fixed-term opportunities until December 2026 and January 2027 and one ongoing role available.

As a Program Officer, you will form part of a flexible resource pool that works under the direction of a Program Manager. You will be embedded within multi-disciplinary project teams and responsible for leading the end-to-end delivery of prevention initiatives and projects – from scoping, planning, and implementation, through to monitoring and evaluation. The work focuses on addressing complex, systemic health and safety challenges and is key to delivering against WorkSafe's strategic objectives.

These roles require strong collaboration skills, the ability to work across diverse portfolios and stakeholder groups, and a practical approach to translating strategy into targeted and effective prevention initiatives and projects.

Key accountabilities include

* Collaborate across the organisation to scope, design and deliver projects, drawing on technical and operational expertise as required.
* Engage internal and external stakeholders to inform project development, facilitate discussions and build shared ownership of outcomes.
* Lead the development of project plans, including objectives, timelines, milestones and program logic models.
* Undertake research and insight gathering and analyse qualitative and quantitative data to inform project design, decision making and evaluation.
* Coordinate project implementation, monitor progress against plans and timelines, and report on outcomes.
* Develop evidence-based recommendations and contribute to the development of policies, tools, training, and knowledge sharing to inform future initiatives and projects.

You will bring strong project management experience and are well versed in working with cross-functional teams, ideally within complex government or regulatory environments. You understand prevention and behaviour change methodology and have a strong knowledge of Occupational Health and Safety (OHS).

You take initiative in scoping projects, identifying issues, and developing practical, evidence-based solutions to complex problems. You are comfortable working in dynamic environments and can adapt to changing priorities and emerging issues while maintaining focus on achieving prevention outcomes. You are highly organised, communicate clearly and confidently, and can translate complex information into practical, actionable outcomes.

Skills and experience required

* A sound understanding of WorkSafe's legal, policy and operational environment, with the ability to develop well-evidenced initiatives supported by research, data and analysis.
* A relevant qualification or experience in a related discipline (e.g. Project Management, OHS, Public Health, or Health Promotion).
* Demonstrated project management experience, including planning, coordination and delivery within agreed timeframes.
* Proven ability to collaborate and work effectively with diverse internal stakeholders, including subject matter experts, cross-functional teams, and senior management, in a complex organisational environment.
* Strong policy analysis skills, including the ability to prepare high-quality briefs and undertake thorough document and evidence reviews.
* Demonstrated ability to engage, influence and manage relationships with a diverse range of external stakeholders and partners, including unions, industry representatives, employer groups, and other government departments and agencies.
