Role Details


Drive HR excellence to shape a values-driven and inclusive workforce. The Manager People Experience is responsible for leading the strategic and operational delivery of HR services within the Department of the Premier and Cabinet's People and Culture Unit. This role focuses on designing, implementing, and continuously improving HR services that span the employee life-cycle, including employee relations, case management, organisational change, and workforce policy development. With a strong emphasis on customer-centred service delivery, governance, and compliance, this role provides expert advice to executive leadership while ensuring workforce practices align with legislation, ethical standards, and departmental priorities. The Manager People Experience plays a pivotal role in fostering a high-performing, inclusive, and values-driven culture across the department.

This is an exciting opportunity to lead a multidisciplinary team delivering high-quality HR services while collaborating with key stakeholders such as the Director People and Culture, Executive Leaders, unions, and employee representatives. You will drive innovative solutions that enhance employee engagement, strengthen leadership capability, and ensure compliance with industrial frameworks, all while contributing to meaningful change across the department.

Key Responsibilities:

* Shape the strategic direction of the People Experience function to deliver integrated and client-focused HR services aligned with departmental goals. Oversee contemporary workforce policies covering employee relations, case management, role design and organisational change processes.
* Provide authoritative advice to senior leaders on complex workforce issues such as risk mitigation, organisational change, and ethical obligations.
* Drive a culture of performance, inclusion, and innovation within the People Experience team and across the department. Establish governance frameworks to ensure accountability, transparency, and effective risk management in all HR activities.
* Resolve high-risk employee relations matters while balancing legal obligations and upholding departmental values.
* Monitor workforce data trends to identify risks and opportunities that inform planning and decision-making. Represent the department in inter-agency collaborations to influence system-level outcomes related to workforce management.

Key Requirements:

* Proven strategic leadership experience in HR or workforce management environments with demonstrated success in delivering high-quality outcomes aligned with organisational priorities.
* Deep expertise in employment/industrial relations including knowledge of relevant legislation, enterprise agreements, ethical frameworks, and public sector obligations.
* Demonstrated ability to lead high-performing teams focused on coaching, empowerment, and continuous improvement. Exceptional interpersonal skills with the ability to build trusted relationships and provide authoritative advice to senior stakeholders.
* Significant experience managing sensitive employee relations matters such as grievances, misconduct cases, conflict resolution, and organisational change processes. Advanced analytical skills to translate workforce data into actionable strategies that mitigate risks and influence decisions effectively. Experience designing contemporary HR operating models focused on service excellence and system optimisation.

* Ability to meet employment screening requirements such as National Criminal History Checks or Security Clearance (Baseline or higher).

Essential Qualifications

* Tertiary qualifications in Human Resource Management, Industrial Relations, Business or Law (or equivalent experience).


Special Conditions

* The Incumbent will be required to participate in the department's Performance Management Program.
* The Incumbent may be assigned to another position at this remuneration level or equivalent.
* Some work outside of normal hours will be required.

This role requires a Nationally Coordinator Criminal History check.
