About Us

The Peel Harvey Biosecurity Group is a not-for-profit organisation operating under the Associations Incorporation Act 2014. It is a recognised biosecurity group under the Western Australia Biosecurity and Agriculture Management Act 2007 and receives funding from the Declared Pest Account (DPA) administered by the Department of Primary Industries and Regional Development. The DPA is made up of funds collected by a Declared Pest Rate on landowners in the Peel Harvey operational area who hold more than one hectare, and matched dollar for dollar by the state government. The Biosecurity and Agriculture Management Act 2007 stipulates what Declared Pest Rates can be spent on, including the following:

* To promote public awareness of the measures being taken, or required to be taken, to control declared pests.

* To carry out measures to control declared pests.

* To purchase capital assets required in connection with the above activities.

About the role

The Executive Officer plays a pivotal leadership role in driving the success and sustainability of the Peel Harvey Biosecurity Group (PHBG). This position provides high-level executive and administrative support to the Chair and Management Committee, while also acting as a key strategic advisor on biosecurity matters impacting the region. The role is responsible for guiding organisational direction, strengthening stakeholder relationships, and ensuring the effective delivery of initiatives that support landholders in managing declared pests. With a strong focus on governance, operational excellence, and community engagement, the Executive Officer will represent PHBG across government, industry, and the broader community, promoting its mission and building ongoing support for biosecurity outcomes. This is a dynamic and influential role suited to a proactive leader who can balance strategic thinking with hands-on management in a complex and evolving environment

Key Responsibilities

* Provide strategic intelligence and counsel to the PHBG executive and management committee on matters arising from government biosecurity policy and administration at state and federal level that affect the management and operations of the PHBG.

* Lead debate and communications strategies to adequately represent the PHBG’s interests in government policy development and administration of biosecurity in the organisation’s operational area, and to ensure alignment with landowner needs.

* Develop strategies and manage the operations of the PHBG to support achievement of the PHBG’s mission and constitutional objectives, with particular focus on assisting landholders to control declared pests identified as a priority in the PHBG’s operational area.

* Manage the public interface of the PHBG to promote a positive image in the PHBG’s operational area and develop and maintain community support for public funding of the PHBG.

* Actively develop a broadly supportive range of stakeholders who value and support the PHBG’s activities.

* Manage the interface between the PHBG and the Department of Primary Industries and Regional Development (DPIRD) to build positive relationships and ensure the optimum level of awareness of and concurrence with each organisation’s objectives.

* Build operational capability in order to develop and implement operational plans that meet the expectations of DPIRD and best meet landowner needs in accordance with the Biosecurity and Agriculture Management Act 2007.

* Represent the PHBG’s interests through membership of relevant organisations and committees and attendance at various forums aligned with management of biosecurity in the PHBG’s operational area.

* Monitor and analyse trends in social, political, industry and environmental fields to ensure responsiveness to developing opportunities in biosecurity management, and existing and predicted external pressures on the PHBG.

* Manage the day-to-day operations of the PHBG to the highest standards of ethical behaviour and fiduciary duty in the application of public funds for employee and community purposes.

* Ensure the PHBG is a highly effective customer-oriented biosecurity organisation that meets the needs of its employees, contractors and volunteers, and key stakeholders throughout the Peel Harvey region.

Key Selection Criteria

Essential

* Relevant skills and experience in an executive or similar role.

* Demonstrated leadership skills and ability to effectively supervise and support direct reports for optimal performance.

* Proven skills in developing and delivering an annual budget.

* Demonstrated experience in leading a high performing team in delivering successful organisational outcomes.

* Demonstrated project and contract management experience.

* High level of interpersonal skills, including ability to effectively engage with internal and external stakeholders.

* Excellent written and verbal communication skills including negotiation and conflict resolution.

* Experience working within a legislative environment.

* Ability to work independently, use initiative and prioritise work loads.

* High level of computer literacy and proficiency in use of software including data and document management.

Desirable

* Demonstrated governance experience including working in a not-for-profit organisation and with a voluntary management committee.

* Tertiary education or extensive experience working in environmental, natural resource management, biosecurity or management fields.

* Established professional and community networks in the area serviced by the PHBG.

* Experience in the use of G-Suite including Docs, Sheets, Forms, Sites and Drive and/or customer relationship management software.

Other requirements

We are looking for someone who meets the criteria above and is keen to work either full time or part-time (minimum of 4 days). The salary package includes a base salary in the vicinity of $100k per annum pro rata dependent on experience and qualifications and 12% superannuation.

Waroona/Pinjarra location. Remote working arrangements (working from home) will be considered once the person is experienced in the role after a qualifying period. Flexible hours. May suit an applicant to spread the hours across 5 days to work school hours etc.

Laptop and Phone provided, and the use of organisational vehicle where available.

The following are considered basic prerequisites for the position.

* Australian residency or eligibility to legally work in Australia.

* Current ‘C’ class driver’s license

* Ability to obtain National Police Check.

* High level of capacity for self-motivation, developed time management skills, and an ability to meet deadlines.
