GIS Project Manager - FullCAM Modernisation

Our federal government client is seeking an experienced GIS Project Manager to lead the modernisation of the Full Carbon Accounting Model (FullCAM) software suite. FullCAM is a nationally critical system used to estimate greenhouse gas emissions from Australia's land sector, with outputs contributing directly to the National Inventory Report. This is a high‐impact role suited to an accomplished delivery‐focused Project Manager who can lead multi‐disciplinary teams in complex, technical environments.
About the Role
You will be responsible for leading a diverse development team to maintain and enhance the FullCAM application suite. Working closely with scientists, business stakeholders, geospatial specialists and IT professionals, you will translate business requirements into effective software delivery outcomes while ensuring quality, reliability and compliance with government standards. This role involves managing both internally and externally facing applications, often under tight timeframes and in high‐pressure environments.
Key Responsibilities
* Lead and manage multi‐disciplinary IT project teams, including remote and in‐office staff
* Oversee the development, maintenance and enhancement of the FullCAM application suite
* Work closely with business users to capture, document and translate requirements into technical deliverables
* Develop detailed project plans, sprint schedules and delivery roadmaps
* Manage DevOps workflows and tools (including Azure DevOps)
* Monitor delivery schedules, resolve technical issues and ensure timely delivery
* Provide regular progress updates and risk assessments to senior executives
* Conduct planning, performance reviews and quality assurance for development staff
* Lead technical discussions across teams and divisions to resolve workflow and delivery challenges
* Manage budgets, procurement processes, risks and mitigation strategies
* Represent FullCAM within enterprise IT architecture and governance frameworks
* Collaborate with ICT teams to maintain and enhance cloud‐based platforms
* Support strategic initiatives including horizon scanning and funding proposal development
About the Team
You will join a highly specialised modelling and geospatial team responsible for Australia's land‐sector carbon accounting. The team develops and manages FullCAM, integrating complex spatial and temporal datasets including climate, land use, land cover change and bushfire data. Their work underpins national and international reporting obligations and supports evidence‐based climate policy.
Essential Experience
* Proven experience managing multi‐disciplinary IT project teams
* Ability to deliver outcomes in high‐pressure environments with strict deadlines
* Experience working within corporate and enterprise‐wide architectures
* Strong stakeholder engagement and communication skills
* Ability to clearly translate technical risks, challenges and opportunities for executive audiences
* Experience working across Agile and traditional project management methodologies
Desirable Experience
* Experience working with geospatial data and complex data arrays
* Experience modernising legacy applications, particularly to cloud environments
* Background as a solution architect or developer
* Experience with C++, C#, scientific computing or big data environments
Qualifications
* Degree or diploma in ICT, data science, or a relevant scientific discipline (e.g. spatial sciences, GIS, statistics, geography), or
* Equivalent professional experience in a spatial or data‐focused role
