We are seeking a senior Organisational Development & Capability Leader to play a pivotal role in shaping Defence Health's culture, leadership capability and future workforce readiness.

As a key member of the People & Transformation leadership team, this role leads the design and delivery of an integrated, enterprise‐wide approach to culture, capability, performance and employee experience. You will work closely with the Chief People & Transformation Officer and Executive team as a trusted advisor, helping translate strategy into scalable people systems that enable sustainable performance and organisational change.

This role is both strategic and hands‐on. You will set direction, build frameworks and lead a small team of specialists across organisational development, learning, employee experience and internal communication, ensuring Defence Health has the capability, leadership and culture required to deliver on its strategic ambitions.

Key Accountabilities

* Lead enterprise‐wide culture transformation, embedding values and ways of working across the employee lifecycle.
* Act as a strategic advisor to the CPTO and Executive on culture, capability, workforce risk and people system design.
* Design and deliver an integrated organisational capability framework aligned to Defence Health's future operating model.
* Lead the development of leadership frameworks, programs and pathways to build current and future leadership capability.
* Establish and steward fit‐for‐purpose competency and development frameworks that drive high performance.
* Own and deliver the enterprise employee engagement and employee experience (EX) strategy, including surveys and action planning.
* Develop and implement an enterprise learning and development strategy aligned to strategic priorities and critical capabilities.
* Lead organisational development initiatives to improve role clarity, organisational effectiveness and workforce capability.
* Establish and embed enterprise approaches to talent identification, development and succession planning.
* Lead internal communications and change enablement strategies to support cultural, organisational and transformation initiatives.
* Build and lead a small team of specialists across OD, L&D, employee experience and internal communications.
* Establish governance, metrics and insights to measure impact and drive continuous improvement across OD and capability initiatives.

Essential attributes

You are an experienced organisational development leader who thrives at the intersection of strategy, culture and execution. You bring strong systems thinking and a proven ability to design enterprise solutions that scale, stick and deliver measurable impact.

You will bring:

* Demonstrated experience leading enterprise‐wide organisational development, capability or culture transformation initiatives.
* Strong systems thinking capability, with experience designing future‐ready frameworks (e.g. performance, capability, learning, talent).
* Proven ability to influence and advise Executive and senior leaders, operating as a trusted strategic partner.
* Commercial acumen, with the ability to measure and articulate the return on investment of people initiatives.
* Highly developed communication and facilitation skills, with the confidence to challenge and shape thinking.
* A collaborative, human‐centred leadership style, balanced with accountability and delivery focus.
* Experience leading or developing small specialist teams (highly regarded).
