ABOUT THE ROLE
The West Kimberley WHL Project Manager will lead the management, development and delivery of project activities for consultations with Traditional Owner groups on a potential World Heritage Tentative List submission for the West Kimberley.
A key focus of the role will be managing and delivering a Traditional Owner engagement process that will identify the culturally appropriate process to achieve free, prior, and informed consent (FPIC) for nomination of values in the West Kimberley in the future. Including working with Kimberley Prescribed Bodies Corporate (PBCs), Traditional Owners, other stakeholders and the Australian Government through the Department of Climate Change, Energy, the Environment and Water (DCCEEW).
The role will effectively liaise with other Business Units to oversee project delivery and will be responsible for project management and reporting.
This position operates out of Broome KLC office and requires frequent travel throughout the Kimberley.
KEY RESPONSIBILITIES
Project Management
* Oversee delivery of a Traditional Owner engagement process for the design of culturally appropriate, FPIC-informed consultations with Traditional Owner groups on a potential World Heritage Tentative List submission for the West Kimberley.
* Liaise with PBCs, Traditional Owners, DCCEEW and other stakeholders to achieve project objectives and outcomes.
* Enhance and support cultural governance frameworks and free prior and informed decision- making processes.
* Manage project stakeholder engagement, including expert consultants and relevant KLC staff.
* Oversee the achievement of project deliverables including:
* Attendance at PBC directors' meetings to brief and seek nominations for WHL Regional Engagement Committee;
* Develop briefing materials ahead of in-person engagement;
* Provide advice and briefings on the process for nomination to the World Heritage List, risks and benefits, likely timeframes, and exploration of past comparable processes;
* Report back to Commonwealth on outcomes of the Project, including the requirements of any future culturally-appropriate process to achieve FPIC for nomination of values in the West Kimberley; and,
* Deliver a forum of the WHL Regional Engagement Committee.
* Prepare reports, briefings and other documentation relating to the project
Strategic Policy Development and Advice
* Provide and assist in the provision of, advice to PBCs and Traditional Owners, in partnership with expert consultants and other KLC staff, on FPIC-informed consultation and decision making processes and World Heritage Listing.
* Develop project resource materials to effectively communicate key information about FPIC-informed consultation and decision making processes and World Heritage Listing to PBCs and Traditional Owners.
* Develop and maintain strong partnerships with internal and external stakeholders including the KLC Executive Board and Representative Council, PBCs, Traditional Owners, government agencies, and NGOs.
* Collaborate with the KLC executive and senior management team to ensure appropriate professional management and integration with all other projects and the needs of Traditional Owners.
Financial Management
* Oversee project budgets and external reporting requirements
* Ensure compliance with KLC finance policies, procedures and contractual agreements.

* Prioritise and manage the continuous improvement of safe working practices, processes and policies
* Actively contribute to the health and safety of the workplace by adhering to all health and safety policies and procedures.
Compliance
* Comply with all internal KLC policies and procedures

Other
· Participate and assist in KLC and relevant on-country other events as required.
· Other tasks as reasonably directed.
SELECTION CRITERIA
Essential
* Proven ability to manage projects in partnership with Traditional Owners and in line with cultural governance frameworks and free prior and informed decision making.
* Qualifications and or experience in relevant disciplines, such as conservation and land management, environment management, cultural heritage management, community engagement, project management or other relevant field.
* Demonstrated high level project management, including administration and financial management skills.
* Demonstrated experience in a cross-cultural and multidisciplinary setting.
* Demonstrated experience in project reporting, including project acquittals and budgetary reporting.
* Experience developing partnerships and delivering projects in collaboration with a broad range of stakeholders.
* Well organised and able to meet deadlines and competing priorities.
* Current C Class Driver's Licence and willingness to travel and camp in remote areas.
