Transport for NSW is embarking on a bold Procurement Transformation Program. We're establishing a dedicated, centralised Procurement branch within our Finance, Technology & Commercial Division.
This is a rare opportunity to contribute to shaping the future of procurement in NSW. As we implement a new procurement operating model, you'll be at the forefront of driving reform and innovation across all procurement functions at Transport for NSW, one of the largest procuring agencies in the country.
We are seeking an experienced and forward‑thinking leader to take accountability for the organisation's Procurement Risk, Audit and Complaints function. This role is critical in strengthening governance, driving assurance, and ensuring procurement activities are transparent, defensible, and deliver value for money.
In this role you'll:
1. Lead enterprise‑wide procurement risk management and assurance programs, ensuring alignment with Transport's frameworks and NSW Government requirements.
2. Coordinate and respond to internal and external audits, managing evidence, recommendations and robust action plans with subject matter experts.
3. Oversee development and implementation of frameworks for procurement risk management, compliance and complaints handling.
4. Oversee the triage, management and resolution of procurement‑related complaints in line with NSW Procurement Board Guidelines.
5. Build and maintain strong relationships across finance, audit, governance and risk functions to improve compliance, transparency and consistency.
6. Provide data-driven advice to senior executives on risks, trends and opportunities for uplift to ensure procurement activities are ethical, defensible and fully compliant with legislation and policy.
7. Drive continuous improvement and strengthen controls in procurement systems, processes and reporting.

About you
You're a confident and credible leader with extensive experience in governance, risk management and audit within large, complex or highly regulated environments. You thrive in ambiguity and are skilled at bringing structure to dispersed or inconsistent processes. Your background in government procurement enables you to confidently navigate policy, probity and legislative requirements while balancing operational realities.
You have exceptional communication skills with the ability to translate complex findings into actionable insights, along with strong investigative capabilities and the ability to manage sensitive investigations and complaints with integrity.
With strong stakeholder management capability, you engage constructively and influence even when faced with entrenched views or resistance to change. You're proactive, solutions‑focused and comfortable working autonomously, while also contributing effectively to cross‑functional working groups.
You hold relevant tertiary qualifications or equivalent experience and bring proven expertise delivering governance frameworks, risk controls and large‑scale procurement reform.
