Delivery Manager (EL1 equivalent) – Cloud / Architecture / Strategy

The Opportunity
The Department of Veterans' Affairs is seeking a proactive Technical Delivery Manager to act as the operational engine room for the Cloud Infrastructure, Architecture and Strategy function. This is a hands‐on delivery leadership role supporting the translation of technical strategy into delivered value—across roadmaps, technical designs, governance artefacts, and stakeholder reporting.
You will work closely with architects and technical leads to build an integrated plan, manage competing priorities (BAU and strategic initiatives), surface risks and dependencies early, and produce high-quality updates for senior stakeholders.
Initial contract: to 30 June 2026, with up to two 12-month extensions
Start date: Monday, 16 February 2026
Work arrangement: Hybrid (multi-location)
Security: Must be able to obtain Baseline clearance
Key Responsibilities
Manage the integrated delivery plan across the section's key programs, aligning technical roadmaps, cloud design work and governance uplift activities.
Break down architectural objectives into clear work packages, schedules and delivery milestones for architects and strategists.
Establish and maintain a single source of truth for workload, balancing BAU (including ECR assessments) with strategic project demand.
Translate technical risks and architectural issues into clear, business-ready language for executives and stakeholders.
Identify and manage cross-team technical dependencies across DVA and shared-service partners.
Produce high-quality status reporting, executive briefs and governance / board papers that accurately reflect technical progress.
Drive delivery cadence, follow-through and issue resolution to keep technical outcomes moving.
Strong ICT foundation with technical fluency across cloud architecture (e.g., Azure), data platforms and SDLC concepts.
Demonstrated delivery management experience across complex technical programs using Agile, PRINCE2 or hybrid approaches (government/enterprise preferred).
Proven ability to synthesise multi-stream technical updates into executive-level reporting, while unblocking teams and managing dependencies.
Highly regarded
Understanding of Whole-of-Government digital environment, including the DTA Investment Oversight Framework and ICT budgeting processes.
Eligibility and clearance
Australian Citizenship is required for Baseline clearance.
Candidates must be able to obtain (or already hold) Baseline.
