**The Principal Program Officer Finance and Contracts will**:
- Coordinate financial management of a set of multi-million dollar financial resources of ORMS outsourced services including the preparation of budget forecasts and expenditure reconciliations.
- Prepare complex budget forecasts, estimates, budget submissions and undertake cost benefit analysis to support ORMS Managers and Directors.
- Monitor, evaluate and assist managers with reporting against financial performance outcomes for ORMS outsourced services to ensure compliance to necessarydepartmental requirements.
- Develop and lead processes to identify trends and issues in provider performance and contract compliance across ORMS and work with ORMS Managers to develop appropriate risk mitigations and business improvements are identified and implemented.
- Manage processes for ORMS managed external service provider access approvals, mandatory training and declarations of conflicts of interest.
- Work collaboratively and liaise with staff across the department, within other government agencies as well as other internal and external stakeholders to supportthe management of contracted services managed within ORMS including ORMS Managers, Strategic Sourcing (Procurement Strategy and Procurement & Contract Management Group), and Finance.
- Undertake and coordinate lifecycle planning activities for ORMS outsourced services contracts in preparation for procurement processes, liaising closely withProcurement Services and Contract Management and Strategy units and ORMS units.
- Provide high level advice to ORMS Managers and Directors about outsourced services cost centre management, delegations and appropriate processes forapprovals, variations and extensions.
- Use strong interpersonal communication to establish an appropriate standard for team communication across ORMS to facilitate consistent approaches, strong team performance and high levels of motivation and satisfaction among team members.
- Undertake the timely preparation of accurate and high quality ministerial and executive correspondence.
- Support and help maintain a workplace safety culture by ensuring that all policies and practices concerning Workplace Health and Safety are applied and a part of day-to-day operations.
