The key duties of the position include
The Role
The ICT Manager will work in a cross functional team to support the delivery, operate, and continuous improvement of ICT services. You will oversee service performance, support changes and integration upgrades, and ensure services are delivered in line with organisational requirements and governance frameworks.

You will support directorate governance activities through administration, roadmaps, delivery reporting and reviews, while contributing to portfolio and project management methods to deliver predictable and reliable outcomes.

As an APS6 ICT Manager you will:

- Oversee ICT delivery and performance, ensuring compliance with Service level agreement (SLA) policies, and governance.
- Support changes and integration upgrades, applying Information Technology Infrastructure Library (ITIL) practices to enable effective service operations.
- Support directorate governance activities through administrations, finance, procurement, roadmaps, delivery reporting, and reviews.
- Engage with Defence users, partners, and vendors to balance priorities and achieve agreed outcomes.
- Provide advice, documentation, and guidance on service processes, reviews, and improvement initiatives.

About our Team
Joint Capabilities Group (JCG) was formed in July 2017 and has continued to evolve since its inception. We are a fully integrated civilian-military-contractor workforce, drawing on high-quality and motivated people from diverse backgrounds and academic disciplines who embody Defence and Australian Public Service values.

JCG is a multi-domain Group comprising of Space, Cyber and the Defence Networks, and delivering Military Strategic Effects and Logistics for the Defence Enterprise Cyber Operations Division (COD), responsible for the integration, operation, management and security of Defence's global strategic communications capability that enable military operations and support Defence business.

COD is also responsible at the strategic level to the Chief of Defence Force and Chief of Joint Operations for advice and technical control for the Command, Control, and Communications and Cyber security in support of ADF Operations.

COD consists of four branches:

- Service Management Branch (SMB)
- Enterprise Technology Operations Branch (ETOB)
- Defence Strategic Communications Branch (DSCB)
- J6 Operations Support (J6OS)

SMB promotes and manages the integration of cyber providers and monitors services to ensure a positive and seamless user experience. SMB also supports users globally through various communication channels including digital self-help, Service Centres and desk-side support.

ETOB works with Defence business owners to improve the security, performance and stability of the application and platform services that enable military capability and support Defence enabling services. ETOB manages applications across finance, human resources, logistics, information management, whole of government and security domains. ETOB is also responsible for Defence enterprise cloud services, End User Computing, application hosting services and data centre management for Defence.

The DSCB provisions strategic communications to support the ADF worldwide, lead incident and fault management for deployed and enterprise ICT systems, manage the sustainment of Defence's deployed networks, operate the Defence Communications Master Station and tactical interface stations across Australia, and is the authority for cryptographic equipment.

DSCB is also responsible for a Multi-Disciplinary Team (MDT) which has responsibility for Defence mobility. Lastly, DSCB is responsible for the vital certificate management, data synchronisation and directory services essential for the authentication of all our personal identities that govern so much of how we operate online.

The J6OS Branch provides specific staff support to the Head of Cyber Operations in his capacity as the Strategic J6 and his accountabilities to the Chief of Joint Capabilities. The J6OS Branch is responsible for the management and oversight of specified military and High Frequency capabilities, interoperability with allied and other coalition partners and management of the Electromagnetic Spectrum Defence Spectrum Office.

We are seeking applications from candidates who are innovative, practical and solutions focused. The role involves engaging stakeholders across Defence, suppliers, and delivery partners to ensure ICT services and systems are effectively governed, operated, and continuously improved.

They will demonstrate sound judgement and initiative in resolving complex issues, support changes and integration upgrades, and apply management practices in complex ICT environments. The role requires strong governance and analytical skills, with the ability to interpret policy, apply frameworks, and provide authoritative advice to support Defence outcomes.

The ideal candidate will bring experience in ICT processes and an understanding of the frameworks ITIL or equivalent. They will demonstrate strong communication and negotiation skills, enabling them to influence outcomes and balance competing priorities across diverse stakeholders.

An APS6 ICT Manager may coach others or lead small teams and be accountable for the outcomes of their work area. They will contribute to capability uplift through mentoring and feedback while maintaining a commitment to career development.
