Roles and Responsibilities
* Lead construction security and site observation programme on domestic and overseas projects.
* Plan and setup security requirements with construction contractor and Government agencies.
* Understand and execute the Project Construction Security Plan and Master Program.
* Manage daily operations and oversight of all Site Security Observers.
* Create and maintain a culture of high integrity and security awareness.
* Monitor and observe personnel on site, noting behavioural changes or reduced integrity.
* Provide detailed reporting to senior management.
* Provide on‐site training to staff.
* Operate and maintain technical security equipment.
* Audit and report on construction security requirements in line with DFAT policy.
* Schedule holding point witnesses and document vulnerabilities.
* Make sound decisions under limited direction, advising staff and project managers.
* Leverage individual and team capabilities to deliver specialist construction security service.
Additional Responsibilities
* Ensure security and construction elements meet physical/construction security requirements and do not compromise certification and accreditation.
Qualifications, Skills and Experience
* Exceptional construction security management skills and experience.
* Ability to interpret and apply ASIO technical notes, Protective Security Policy Framework (PSPF), Information Security Manual (ISM), DFAT Security Framework (DSF) and Zone 4 and 5 physical security construction requirements.
* Experience in establishing, maintaining and troubleshooting construction security equipment (CCTV, EACS, alarm systems).
* Excellent leadership, team development and training skills.
* Strong communication skills across multiple management levels.
* Relevant WHS and construction experience, site safety and risk management in overseas environments.
Licensing and Certifications
* Construction Induction Training (White Card)
* Working safely at heights
* First Aid (or equivalent)
* Asbestos Awareness
* Prevent Crystalline Silica exposure
Security Clearance
This is a security‐designated position. Applicants must hold a current Australian Government Negative Vetting Level 2 (NV2) or equivalent clearance prior to commencement.
Travel and Availability
DFAT may require travel to the post where SSM duties are performed. All travel to/from Canberra is at the supplier's expense. Specified Personnel must be available for after‐hours and weekend work as required.
Working Hours and Hours of Engagement
Hours worked on a short‐term contract will vary; no more than ten hours on a single occurrence without prior written approval. The total engagement requires 1800 billable hours over the initial 12‐month term.
Other Requirements
* Mandatory DFAT security training courses – up to eight (8) hours per business day; DFAT will compensate the supplier for time spent at DFAT premises.
* Must comply with the Commonwealth Protective Security Policy Framework and any DFAT security directions.
Summary of Deliverables
Safeguard the construction site, manage site observers, audit security effectiveness and produce comprehensive reports.
