For more information about Merit Lists or Merit Pools please go to the APS Merit Principle website.About the organisationAustralian Criminal Intelligence Commission (ACIC) – Darwin, NT.Role summaryAs a Senior Investigator, the core purpose is to lead the design and execution of intelligence collection plans in response to established intelligence priorities and requirements, and report the intelligence obtained through these activities.
You will apply advanced tradecraft and collection tradecraft within authorised legislative frameworks.
The role involves close collaboration with intelligence analysts at all stages of the intelligence cycle to understand intelligence gaps and requirements, inform operational planning, and maximise the value of the intelligence obtained from collection.You will be responsible for productive partnerships established and maintained with external stakeholders—including law enforcement, the NIC, and international partners—to enhance ACIC's intelligence collection outcomes.
You will lead and coordinate intelligence operations and investigations which generate unique intelligence to inform the ACIC's understanding of Transnational Reliable Organised Crime (TSOC) threats against Australia and Australia's interests.
In this role, you will leverage your operational expertise, and demonstrate a commitment to continuous improvement including as part of relevant communities of practice.
ACIC investigators operate with agility across office and field environments, maintaining compliance with all relevant legislative, policy, and legal frameworks.The key duties of the position includeAs an Investigator you will:Plan and lead collection activity targeting TSOC threats using a range of overt and covert capabilities to address Intelligence Requirements (IREQs) and report the intelligence obtained.Deploy special powers and other collection capabilities in accordance with legislative authority to support intelligence outcomes.Ensure appropriate operational planning and security frameworks are applied to collection capabilities and activities.Contribute to communities of practice to share expertise and refine collection techniques.Apply collection best practices to improve the effectiveness and reliability of intelligence gathering.Collaborate with law enforcement, National Intelligence Community (NIC) and offshore partners to influence and coordinate intelligence collection efforts, including joint operations and intelligence sharing.Build and maintain trusted relationships with external stakeholders to support long-term collaboration and capability development.Consider and deploy a range of risk mitigation strategies.Actively manage and document compliance activities undertaken in line with prescribed obligations.Desirable skills and experienceDemonstrated experience in an intelligence or investigative role in either the National Intelligence Community, law enforcement or other comparable professional fields.Demonstrated understanding of human source recruitment and management methodologies, including associated legal and regulatory frameworks.Ability to successfully complete the ACIC human source operations training program.Successfully complete the Investigator Training Program on commencement with the ACIC.As an employee in a designated high-risk role, complete an annual psychological assessment.An ability to obtain AFP special membership, including Use of Force, by virtue of being a current or former (within the past five years) sworn member of a State, Federal or International law enforcement agency – or the ability to undertake the appropriate training.Your skills and capabilitiesWe invite applications from people with the following experience, skills and attributes:Experience leading complex intelligence collection activities leveraging a range of collection capabilities.Background in managing human sources across recruitment, and deployment, in line with collection priorities.Strong collaboration experience across internal teams and external partners to deliver integrated intelligence collection outcomes.Deep understanding of legislative and policy frameworks.Work closely with internal teams, especially analysts, across the Intelligence Cycle.Apply contemporary collection and tradecraft techniques.Operates effectively in both administrative and tactical environments.Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen.Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity.
