Public Skills Australia (PSA) has been appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. PSA works with employer and employee representatives from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, and all levels of Government – to ensure Australia's vocational education and training (VET) system delivers better outcomes for learners and employers. A primary function of PSA is to provide workforce planning, industry intelligence and training product development in support of industry needs and government priorities.
We are looking for a highly motivated individual to join our team as the Workforce Insights Lead (Public Safety). This role reports to the Manager Workforce Planning and Insights and is responsible for leading the development and delivery of Workforce Insights Report(s) for the Public Safety industry sectors (Defence, Fire and Emergency Services and, Police). The position oversees the development of justifiable, industry-ready Workforce Insights Reports that guide training product priorities, and further research and project deliverables to inform Public Skills Australia's business plan.
This senior role will provide expertise in diagnosing workforce challenges across the Public Safety industry sectors and drive evidence-based planning, integrating research, analysis, stakeholder insights, and policy context to inform workforce strategies. A critical function includes synthesising complex data into actionable insights alongside ensuring transparency, traceability, and alignment with government Vocational Education and Training (VET) objectives. The Workforce Insights Lead (Public Safety) must foster cross-sectoral collaboration, builds advocacy for strategic initiatives, and ensure workforce planning processes are robust, inclusive, and responsive to industry‐sector requirements.
Responsibilities
In partnership with internal stakeholders and external stakeholders,
* Lead the design and delivery of Workforce Insights Reports for the Public Safety industry sectors and support the delivery of Workforce Insights Reports for Government and Corrections industry sectors.
* Lead quantitative analysis of labour market trends, industry workforce data and education and training statistics to identify occupational shortages, skills gaps and training needs for the Public Safety industry sectors.
* Lead qualitative research through workshop facilitation and other forms of consultation to produce a comprehensive analysis of current and emerging workforce challenges, skills gaps and shortages, training needs for the Public Safety industry sectors.
* Establish standards and controls to ensure accuracy, consistency, and adherence to governance in the delivery of workforce insights reports.
* Ensure drafting of key products meets quality standards and expectations and are of value to industry.
* Mentor staff in report writing, research and analysis practices, fostering a culture of acceptance of feedback and guidance and delivering robust, innovative and evidence-based work.
* Synthesise complex workforce insights and strategies into concise accessible summaries for governance, executive and Board reporting.
* Drive cross‐sector and cross‐team collaboration and coordination ensuring relevant information is shared and considered in the development of work.
* Task the Workforce Insights and Research Officer (Public Safety) in relation to gathering and synthesising workforce data and information, stakeholder input, and policy context to inform Workforce Insights Report(s) as required.
* Support the Manager, Workforce Planning and Insights to ensure robust business and project planning for each deliverable, ensuring consultation and governance processes are utilised to finalise approvals of products, including the drafting of associated papers and reports.
* Build consensus through negotiation with different stakeholders, in the development of workforce planning, research and policy products.
* Utilise strong political acumen and corporate mature to develop productive relationships at a senior and executive level with internal and external stakeholders.
* Demonstrate originality of thought and promote new and innovative approaches when developing workforce planning, research and policy products.
Key Selection Criteria
* A Higher Education qualification such as a relevant Bachelor's or Master's degree.
* Demonstrated qualitative and quantitative research writing skills in an applied setting.
* Demonstrated experience at a senior level to develop strong written reports and strategic findings.
* Excellent written and verbal communications skills with applied knowledge of formulating communication to achieve impact.
* Demonstrated capability to engage, negotiate and build consensus with stakeholders while maintaining trusted relationships.
* Proven ability to facilitate workshops deliver engaging presentations.
* Operate with a high level of political acumen and corporate maturity to build relationship with senior and executive level stakeholders.
* Experience in project management and business planning to deliver allocated work on time.
* Motivated to promote a curious and innovative culture across the company.
* Proven capability work on multiple products in a fast‐paced environment.
* Demonstrated independent problem‐solving skills and initiative.
* Experience in a supervisory or team leader role.
