Lead Enterprise Workforce Programs That Strengthen Culture, Capability, and the Employee Experience
You're someone who is driven by creating meaningful workforce outcomes that genuinely improve the experience of employees across TfNSW. Your background in HR Program Management gives you the insight to delivery programs that truly meet workforce needs and create sustainable, people‐centred outcomes.
In this role, you'll have the scope to collaborate broadly while owning the delivery of complex, enterprise‐wide workforce programs. You'll turn strategy into action, coordinate multi‐stream initiatives, and deliver measurable improvements to culture, capability, and the employee experience.

In this role, you'll:
* Lead a team of four (4) to deliver program outcomes and contribute to the development of the Program Delivery Centre of Excellence (COE) fostering collaboration to enhance project capability.
* Oversee project allocation and prioritisation, establishing governance across the Workforce program portfolio and guiding stakeholders to ensure successful project delivery of large-scale, People & Culture transformation initiatives.
* Be accountable for the design and implementation of large-scale, people-focused transformation initiatives, including but not limited to those responding to government circulars, integrity body recommendations, or cultural reform agendas.
* Ensure alignment with strategic objectives, compliance with public sector governance frameworks, and effective coordination of cross-functional teams, vendors, and stakeholders.
* Partner with the Project Management Office (PMO) to define program/project scope and requirements, while leading the team to drive effective program planning.
* Oversee project governance, methodology and assurance, and ensure they align with the portfolio framework and project delegations.
* Ensure program outcomes are delivered in alignment with established process frameworks and set portfolio standards.

About you
* Demonstrated leadership in delivering complex HR and workforce transformation programs.
* Experience leading matrixed teams to deliver the associated project elements, including but not limited to change management, process improvement, and strategic planning and execution within a complex and constrained environment.
* Deep understanding of workforce strategy, policy, and award interpretation.
* Sound understanding of key project management methodologies, including Agile and Waterfall.
* Advanced stakeholder engagement and communication skills in a government context.
* Tertiary qualifications in business or a related field, or demonstrated, equivalent professional experience.
* Professional certifications such as Project Management Professional (PMP), Agile, Prosci, or Six Sigma are desirable.
