Position Purpose:
* Provide advice, education and enforcement relating to Vehicle Crossover Permits and Working within the Road Reserve Permits
* Ensure construction impacting Council infrastructure complies with Council standards, policies, Local Laws and relevant legislation
* Contribute to City Presentation outcomes through consistent, high-quality regulatory and inspection services
Key Responsibility Areas Permit Advice, Education and Compliance
* Provide advice and information on permit processes and relevant Local Laws
* Educate applicants, contractors and the community on compliance requirements
* Promote voluntary compliance through clear guidance and communication
Investigations and Enforcement
* Investigate breaches relating to Vehicle Crossover Permits in line with Council standards, policies and Local Laws
* Investigate breaches relating to Working within the Road Reserve Permits under the Road Management Act and Council requirements
* Issue correspondence including notices to comply, penalty notices, fines and permit-related documentation
* Where required, assist with legal proceedings to recover fines, costs or damages
* Collect and document evidence including site inspections, photographs and interviews
* Prepare Briefs of Evidence and provide court evidence when required
Inspections and Construction Oversight
* Undertake inspections prior to, during and after construction or reinstatement of vehicle crossings
* Undertake inspections related to Working within the Road Reserve activities
* Provide advice during construction to ensure compliance with Council processes and standards
* Assist with issuing and inspecting Working within the Road Reserve Permits in collaboration with other Council departments
* Monitor contractor works to ensure compliance with approved permits and standards
Systems, Records and Asset Management
* Use Council information systems for workflow management, record keeping and reporting
* Maintain accurate records of inspections, permits and compliance actions
* Ensure compliance with Council’s Asset Management and Road Management Plans for assets under responsibility
Risk Management
* Comply with Council risk management policies and procedures
* Identify and report risks associated with works, inspections and enforcement activities
Specialist Skills and Knowledge
* Understanding of technologies, procedures and processes relevant to civil construction and regulatory enforcement
* Knowledge of Council operations and long-term organisational objectives
* Ability to provide direction, leadership and on-the-job training where required
Inherent Physical Requirements
* Ability to communicate clearly face-to-face and by telephone
* Ability to read computer screens and detailed documentation
* Ability to walk over uneven, steep and rough terrain for site inspections
* Ability to drive to Council buildings and construction sites across the municipality
Qualifications and Experience
* Demonstrated knowledge of Vehicle Crossover and Working within the Road Reserve Permits
* Understanding of road, path and drainage construction principles
* Qualification or demonstrated experience in Civil Construction
* Ability to read and interpret construction and building plans
* Experience monitoring contractor works for compliance
Mandatory Requirements:
* National Criminal History Check
* Working with Children Check
* Current Victorian Driver Licence
* Functional Assessment (Physio / Medical Examination)
