About the role
The Projects Group is responsible for developing, delivering and assuring project‐related changes and improvements across the regional rail network.
The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line's regional transport service.
As the Engineering Manager - Structures within the Project Engineering & Design Review team, the focus of the role is to support the organisation to achieve the best engineering and technology outcomes and achieve favourable outcomes for the State, V/line and V/Line's stakeholders; whilst safeguarding both V/Line's and the State's rights and obligations under the V/Line Franchise Agreement and the Regional Infrastructure Lease (RIL).
Projects will include objectives for creation, renewal and/or improvement of infrastructure and will encompass the delivery State Projects and works identified to be delivered by Projects and/or any other V/Line initiatives as required. The role will focus on compliance of Standard, initial review of Derogations, engineering and technical design, and technical/engineering investigations.
As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills.
Position Accountabilities
* Act as a Subject Matter Expert on V/Line Projects to provide technical guidance into the development and lifecycle of new projects, with a particular focus on Structural elements
* Support internal and external stakeholder, including V/Line Management and Supervisors management of the control environment and alignment with our objectives and risk tolerance requirements, including effective and transparent risk control monitoring, increasing reliability and/or decreasing inefficiency.
* Manage high level reviews of the design packages from Project delivery agents in accordance with the Project Agreement and all relevant standards and support any configuration changes, DMS Interface.
* Support in the lead up to, during and post commissioning of works
* Manages, analyses and provides insight of technical applications and review deficiencies noted during construction
* Inform Design Review process including all associated Engineering interface, derogations, MoC, ECN etc
* Ensure that assets are properly designed, selected, and installed based on a life‐cycle philosophy
* Advise on the use and disposition of stock items, surplus items, and rental equipment.
* Oversee the engineering state‐wide systems that support control of assets, design, and to manage and oversee escalated issues and provide regular updates on progress of tasks and promote asset standardisation.
* Ensure infrastructure projects are carried out to the agreed processes, procedures and standards and assist in the review of improved standards
* Ensure rail safety accreditation and quality management standards are maintained.
* Responsible for supporting the statutory, regulatory and contractual obligations with regard to engineering
* Manage V/Lines relationship with Independent Reviewer Representative, driving decisions and conflict resolution to achieve best for project outcomes
* Ensure compliance with legislation such as OH&S Act, Transport Act, Victorian Rail Safety Act,
* Privacy Act, Workcover Act, Environment Protection Act, Equal Employment Opportunity,
* Coach, mentor, and develop employees' skills to enable implementation of a continuous improvement approach to Design Review services and build team capability.
* Ensure staff and contractors comply with all aspects of policy, procedures and statutory requirements relevant to their work responsibilities, duties and work practices
* Prepare business cases to justify funding applications for major works

About you
The role of Engineering Manager – Structures is to provide specialist technical expertise to support the successful delivery of V/Line Projects.
Selection Criteria
* Chartered Engineer status (highly desirable)
* Registered Professional Engineer Victoria (RPEV) in structural engineering
* Extensive experience in delivering Structural projects
* Demonstrated significant experience in engineering, construction management and solutions in complex rail infrastructure projects
* Extensive experience in project development, project management, general field management and delivery, particularly in engineering
* Sound organisational skills with demonstrated ability to work within tight and often conflicting timeframes
* Sound knowledge of V/Line, Victorian Railway operations and AS 5100
