About the role
The Youth Detention Centre Infrastructure Projects team works in collaboration with a wide range of external and internal stakeholders to deliver youth detention infrastructure projects including the Woodford Youth Detention Centre Project. The Senior Procurement Officer will assist in driving procurement outcomes for the team and the broader Youth Detention Operations directorate.
Key responsibilities
As the Senior Procurement Officer, you will specifically:
* Provide high level advice and services to senior management and departmental staff on procurement practices, supply contracting activities and performance monitoring, ensuring compliance with the Queensland Procurement Policy in a decentralised procurement environment.
* Manage major procurement projects including the development of procurement plans, tender documentation, tender management, evaluation advice, contract negotiations and drafting of agreements, creation of contract management plans, awarding of contracts, and assistance with contract dispute mediation.
* Understanding procurement frameworks, tendering processes, and compliance with relevant laws and regulations (e.g., Queensland Procurement Policy for government roles).
* Deliver high quality procurement and contract management documentation and processes in line with principles of the Queensland Government
* Support supplier engagement and contract's performance management, ensuring effective performance monitoring, issue resolution, and adherence to contractual obligations.
* Research and prepare complex submissions, reports, briefing materials and correspondence for senior management on a range of procurement related matters affecting the department.
* Establish and maintain strategic relationships within the department, across government agencies and with external stakeholders to foster collaboration and ensure effective procurement outcomes.
* Assist in the development, implementation, and review of procurement systems, policies and procedures, and training programs to enhance strategic procurement practices across the department, ensuring alignment with relevant legislation and the Queensland Procurement Policy.
* Promote value for money by driving procurement strategies that deliver cost-effective solutions while maintaining quality, sustainability, and ethical standards.
* Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.

* Tertiary qualifications in procurement (or related discipline) would be well regarded
