This role leads a small team to deliver procurement and sourcing strategies. You'll manage end-to-end procurement, from strategic planning to contract execution, ensuring compliance with VGPB policies and delivering value-for-money outcomes.
Key Responsibilities
- Lead end-to-end procurement and sourcing
- Develop and execute procurement strategies aligned with VGPB and ACLS frameworks.
- Manage a small team and external consultants to deliver best value-for-money outcomes.
- Prepare tender documentation, oversee market engagement, and manage risk.
- Lead high-value commercial negotiations in real estate and facilities management.
- Monitor supplier performance to ensure KPIs and service outcomes are met.
- Ensure compliance with procurement legislation, probity, and policy requirements.
- Collaborate with internal stakeholders to manage budgets, timelines, and deliverables.
- Contribute to strategic planning and continuous improvement initiatives.
Skills, Experience and Qualifications
- Proven experience in complex commercial procurement and contract management, preferably within a Victorian Government context.
- Strong background in high-value negotiations, particularly in real estate or facilities services.
- Demonstrated leadership and team management capability.
- Skilled in developing procurement procedures, tools, and frameworks.
- Excellent communication and stakeholder engagement skills.
- High-level analytical and problem-solving ability.
- Relevant qualification or equivalent experience in procurement, law, business, or property.
- Experience working with end-to-end sourcing and contract management in large organisations.
- Familiarity with Victoria's Social Procurement Framework is desirable.
