Primary objective

Lead the Financial Analysis and Reporting division of the Department of Treasury and Finance (DTF) and provide high level advice to

agencies and DTF Executive Leadership on public sector financial management, analysis and reporting matters which affect the Northern

Territory.

Context statement

The Financial Reporting Unit oversees developing, monitoring and reporting on the Territory's fiscal strategy. The unit also monitors whole

of government and agencies' financial performance, administers and manages the Territory's financial reporting obligations, and maintains

the Territory's financial management and accountability framework, including providing advice on compliance with the framework and

Australian accounting standards.

Key duties and responsibilities

1. Meet Territory's internal and external fiscal reporting requirements, including through consolidation of financial information across

agencies, and preparation of whole of government reports on behalf of the Treasurer.

2. Manage and lead the Financial Analysis and Reporting division including responsibility for resource management and business planning,

human resource development and performance, to ensure that the team functions effectively and productively and meets deadlines.

3. Negotiate with agency stakeholders on financial management and reporting issues and provide high level advice on public sector

financial policy, financial management and reporting matters to senior agency staff, DTF executive and the Treasurer.

4. Foster professional and effective working relationships across government including representing DTF in intergovernmental forums,

and interdepartmental committees on financial management matters.

Selection criteria

Essential

1. High level accounting qualifications.

2. Substantial experience in preparing consolidated financial reports from multiple financial entities, in accordance with Australian

accounting standards and legislative requirements, preferably in a public sector context.

3. Highly developed conceptual and analytical skills and ability to provide high level advice on complex financial issues including

interpretation of legislation and accounting standards.

4. Oral and written communication skills of a high order.

5. Ability to build strong, productive relationships within DTF and externally, and to influence individuals and organisations to achieve

better outcomes.

6. Proven project management skills to plan and successfully complete multiple projects with critical deadlines, involving the coordination

of and input from a range of agencies and work units.

1. Demonstrated high level leadership and management skills, including the ability to build high performing teams, and with

commensurate management experience.

8. Ability to interact effectively with people from diverse cultures.

Desirable

1. Other relevant tertiary qualifications.

2. Comprehensive understanding of Northern Territory Government decision-making processes and its financial management and

accountability framework.
