The manager operations is a senior leadership role within council, providing strategic and operational direction across road construction, road maintenance, open space, spray sealing, and emergency management functions. The position is responsible for the governance, planning, and delivery of major capital and operational programs, oversight of substantial budgets, and leadership of a large, diverse outdoor workforce.
Working collaboratively with the executive leadership team, the role ensures service delivery aligns with council's strategic objectives, legislative requirements, and community expectations, while driving a strong culture of safety, performance, and continuous improvement to deliver sustainable outcomes for the municipality.
To be successful in this role you will need
Qualifications
* Essential – Current driver licence.
* Essential / desirable – Tertiary qualification in engineering, asset management, infrastructure management or a related discipline, or demonstrated equivalent experience.
Experience
* Essential – Demonstrated management experience in local government or a comparable organisation, with responsibility for operational service delivery, asset management, and capital and maintenance programs.
Key selection criteria 1
Demonstrated experience leading large, multi-disciplinary operational teams in the delivery of construction, maintenance and public works services.
Key selection criteria2
Demonstrated knowledge and practical application of asset management principles within a local government environment.
Key selection criteria 3
Demonstrated experience delivering capital works and operational programs, including project management, procurement, contract management and risk control.
Key selection criteria 4
Demonstrated understanding of local government governance, statutory obligations and compliance requirements, with the ability to deliver practical operational outcomes.
Key selection criteria 5
Demonstrated experience in budget development and financial management, and the ability to work effectively with executive leadership, stakeholders and the community.
