Primary objective
Reporting to the Director Non-Clinical Operations, the position provides senior operational leadership and oversight of Patient Services,
Medical Records, Medicare and Compensable Hospital Revenue, Clinical Coding and Health Informatics functions at Gove District
Hospital. The role ensures accurate activity and performance reporting, effective workforce and financial management, and compliance
with relevant legislative, policy and professional standards to support funding integrity, optimise hospital revenue streams and enable high
quality service delivery.

Key duties and responsibilities
1. Provide leadership and operational oversight of delegated service areas, including Patient Services, Ward Administrative Services,

Hospital Revenue and Clinical Coding, ensuring effective workforce and financial management in accordance with the Public Sector
Employment and Management Act and organisational requirements.

2. Provide accountable management for the timely, accurate and compliant reporting of patient activity and performance data to support
funding optimisation, resource allocation, health service planning and quality assurance outcomes.

3. Manage hospital revenue streams relating to compensable, ineligible and Medicare-eligible patients in accordance with Northern
Territory Hospital Fees and Charges policy, including oversight of Medicare billing arrangements under Section 19(2).

4. Provide leadership in workforce development by establishing clear capability and performance expectations, supporting performance
management processes, and ensuring staff are appropriately trained and supported in the use of relevant systems, policies and
procedures.

5. Provide operational oversight of morbidity coding processes for hospital admissions, ensuring coding is completed within departmental
and national timeframes, data quality issues are identified and addressed, and hospital activity and revenue reporting are optimised.

6. Provide oversight and coordination of all requests for release of confidential patient information in accordance with relevant privacy
legislation, NT Health policy, and applicable authorisation requirements, applying appropriate financial billing as required.

7. Ensure delegated services operate in accordance with defined service quality standards, work health and safety legislation, and
organisational policies to support high-quality, safe services and workplaces.

8. Foster a positive and professional workplace culture through effective leadership, role modelling expected behaviours, and supporting
staff engagement, wellbeing and accountability.

Selection criteria
Essential
1. High-level strategic, conceptual and analytical skills, including the ability to interpret health informatics data and provide accurate,

meaningful and timely reporting to inform operational decision-making.
2. Proven leadership and management experience in a complex operational environment, including workforce management, service

delivery oversight, performance management and operational problem solving.
3. Demonstrated knowledge and experience in the application of relevant Australian Standards for health information management,

including AS 2828 Paper-based Health Care Records, AS ISO 15489.1 Records Management and AS 4400 Privacy Protection in Health
Care Information Systems, or the ability to quickly acquire and apply this knowledge at the required level.

4. Highly developed policy and procedures interpretation skills, with proven ability providing policy guidance to others using strong
interpersonal and professional oral and written communication skills.

5. Demonstrated knowledge and experience in own-source revenue management, Medicare billing streams and financial performance
reporting, including analysis and delivery within strict timeframes in a healthcare or comparable complex service environment.

Desirable
1. Tertiary qualification in Health Information Management, Health Administration, Leadership & Management or a related discipline.
