The Department of Justice and Community Safety is seeking an Operations Manager to provide a critical role at Marngoneet Correctional Centre.
About the Business Unit
Marngoneet Correctional Centre and Karreenga Annex is a medium security facility that houses a mix of sentenced and remand men and is located 6km north-west of Lara, 20km from the centre of Geelong and about 70km from Melbourne. The role of the facility is to contain men in custody safely, securely and humanely, focusing on the individual needs of the men with the aim of providing a successful transition back into the community or on their continued journey through the prison system. The facility has a strong focus on achieving positive outcomes and provides a range of engaged services. Our highly skilled workforce provides supervision and case management and are dedicated to enhancing opportunities to strengthen prisoner pathways.
About the Role
The Operations Manager will be responsible for managing a team of custodial and non-custodial officers delivering a range of correctional services for which the incumbent will require superior leadership skills. The Operations Manager has responsibility for overseeing all management aspects of persons in custody and ensuring that policies and procedures are followed. This will include liaising with a wide range of internal and external stakeholders to ensure that offender management issues and requirements are being met.
The role also involves the coordination of information and services to the various areas within the prison, and the ability to develop and implement new policies and procedures. They will also be required to identify and address issues concerning the prison, people in custody, and staff.
A strong understanding of contemporary management of people in custody and offender services practices are needed to ensure that prisoners are managed, and programs are provided consistent with Corrections Victoria's policies, procedures, and priorities. It would also be beneficial to demonstrate an understanding of the policies associated with supporting medium security classified people in custody and have a sound knowledge of strategic, and dynamic security practices.
Some of your duties will include:
* Provide leadership to the Marngoneet Staff promoting the prisons cultural change initiatives and manage staff in ways that reflect modern correctional practices.
* Develop, manage, and ensure the quality of the delivery of custodial processes including offender management, movement control, operation of security equipment, reception and discharge, escorts, visitors and visits, urinalysis, searching, security procedures, disciplinary issues and hearings and Review and Assessment.
* Identify, plan, and provide professional development, supervision, and performance management, appraisal, and review of Marngoneet Prison staff. In addition to the management of staff to achieved identified service outcomes, this includes assessment of staff training needs, adherence to EEO and OHS procedures and the daily allocation of work tasks.
* Responsible for Incident response and coordination; function as Hearing officer as described in relevant legislation and prepare reports as required for the General Manager.
* In consultation with Key stakeholders, ensure maintenance of Marngoneet Prison facilities, security infrastructure, and lead and oversee emergency management procedures and optional exercises; and undertake security reviews and audits as required.

About you
To be successful in this role, you will have:
* Demonstrated ability to provide leadership within a correctional setting and knowledge of emerging issues facing Corrections Victoria
* Knowledge of the Corrections Act 1986 and Corrections Regulations 2019 and ability to articulate how a Trauma Informed approach supports people in custody.
* Knowledge and understanding of the Correctional Practice Framework (CPF) and how the standards for effective correctional practice lead to improved outcomes for people in custody.
Qualifications/requirements
* The successful applicant will be required to complete Prison Officer Pre-Service Training on commencement if not previously completed.
* A full and current Victorian driver's licence or a minimum P2 driver's licence.
Desirable Qualifications
* Certificate III or IV in Correctional Practice
* Completion of CV Emergency Management training courses not limited to:
* Management System for Emergencies (MSE) IMT Training
* Planning Officer Training
* Field Commander Training course
