About the Role

Reporting to the Manager Capital Delivery, the Senior Coordinator Capital Delivery will manage a portfolio of Council's capital delivery program, in excess of $200m per annum. The incumbent will be tasked with communicating effectively, planning, ensuring accountability, and instilling a culture of excellence as well as ensure all projects are delivered to an exemplary standard and provide high quality outcomes that demonstrate community benefit.

This is a critical leadership role in which you will develop and continuously improve the delivery of one of Victoria's largest Capital Works programs.

You will supervise a total of up to 8 Senior and mid-level Project managers while engaging extensively across the organisation and with a wide range of external stakeholders including contractors, statutory authorities and community groups.

Key Responsibilities

* Provide leadership and management in relation to project feasibility and delivery, including project formulation (scope, planning, budgeting and programming), the development of consultant and design briefs, management of subsequent engagements and as necessary, conflict and issue resolution
* Lead feasibility studies, master planning, schematic and concept design, design development, tender documentation, procurement and reporting under Council's Project Management Framework.
* Bring together diverse teams of staff, consultants and contractors to deliver projects in a coordinated, responsible and inclusive manner, ensuring that all environmental, commercial, and legal requirements of projects are managed efficiently and effectively.
* Lead consultation and engagement with internal and external stakeholders and community required to inform project design and delivery.
* Contribute to building a high performing team; provide leadership, guidance and direction to the team; manage performance including poor performance; hold staff accountable to plans; identify and plan for current and future needs; lead change and equip and empower team members to lead change as appropriate; develop talent within the team.
* Manage and oversee the development and implementation of all operational aspects of the role, such as work plans, performance plans, budgets and project plans

Potential candidates will bring significant experience in leading capital projects, with specialist knowledge and skills in development and oversight of project management plans and budgets and a demonstrated track record of leading multi-disciplinary teams. Excellent analytical / investigative skills in project feasibility, development and delivery will be expected, along with tertiary qualifications in project management, urban design, town planning, recreational planning, engineering or a relevant discipline.

The ability to think and act strategically in a complex, growth-driven environment is mandatory, and you will be a confident communicator, equally comfortable advising Council's leadership as you are negotiating with contractors and engaging with the community.
