Job Description
Your New Role
Reporting to the Director Asset Management, the Senior Manager Asset Transfer, will lead the asset management activities relating to the transfer of legacy and infrastructure assets across Development Victoria, to responsible third parties (Councils, Authorities and third-party ownership).
You will be responsible for developing divestment strategies, programs and budgets and implementing best practice to manage compliance, risk mitigation, operational and financial planning across Development Victoria’s legacy and infrastructure asset portfolio.
Please note this is a 3-year max-term contract.
Core Accountabilities
* Develop and manage frameworks for transferring legacy assets to third parties.
* Lead asset transitions and oversee divestment strategies.
* Implement rectification plans and manage transfer agreements.
* Build and maintain stakeholder relationships.
* Operating and Capital Cost Budgeting
* Develop and manage budgets for divestment activities.
* Perform cost analysis and budget forecasting.
* Uphold Development Victoria’s values.
* Collaborate with project teams to achieve corporate goals.
* Identify and mitigate risks impacting project objectives.
* Ensure compliance with laws and risk management policies.
About You
Desired Skills and Experience
This role requires a candidate with a proven track record in asset transfer or management, extensive knowledge of property management trends and legislation, experience in financial analysis and budget management, strong leadership skills, and expertise in contract management, procurement, and risk management.
This will require:
* Tertiary qualifications in business management, property management or another related discipline.
* Demonstrated experience in conducting feasibility studies and/or evaluating proposals from a commercial perspective for capital replacement forecasts and operating budgeting.
* A sound knowledge of project governance and experience across the full range of governance structures, together with a sound understanding of policies, guidelines and practices as they relate to all infrastructure and public use assets.
* Experience managing and directing people to generate successful results.
* Proven experience in the application of processes in terms of contract management, procurement, records management and probity together with technical, financial, commercial, risk and contract management expertise.
* Well-developed analytical, problem solving and strategic thinking skills.
* Familiarity with contractual obligations, including early termination clauses and asset vesting.
