You will be a part of the Maritime Enforcement Team (MET) to enhance MSQ's operational compliance capability. You will be primarily responsible for conducting on-water patrols which includes monitoring, education and compliance activities throughout Queensland waterways to assist MSQ in ensuring cleaner, safer seas. You will assist regions and other departments with managing our waterways as well as undertake land-based education, and other compliance activities. You will also assist with policy and legislation advice to internal and external stakeholders.
Some of Your Responsibilities Will Include
* Conduct on-water patrols (primarily from a Personal Watercraft (PWC)) throughout Queensland waterways undertaking various activities including monitoring, education and compliance as required to ensure compliance with relevant Maritime Legislation for the purpose of ensuring clean and safe waterways.
* Work collaboratively with other agencies in the delivery of compliance and enforcement programs, educational plans and emergency management plans. Provide input and advice with policy, strategies and legislation amendments.
* Monitor the condition and operation of vessels on Queensland waters against the Transport Operations (Marine Pollution) Act, Transport Infrastructure (Waterways Management) Regulation, Transport Infrastructure (Marine Facilities) Regulation and the Transport Operations (Marine Safety) Act to ensure positive safety and environmental outcomes are achieved.
* Undertake Aquatic Event audits to ensure they are complying with relevant Maritime Legislation and all imposed conditions and/or requirements imposed by MSQ.
* Undertake Oil Spill Response Training and participate in, and take a leadership role, in an emergency spill response.
* Assist in training of regional marine officers in compliance activities as per the training matrix.
* Provide education to waterways users either during on-water patrols or through pre-arranged education sessions, including assisting with education initiatives and material preparation for these.
* Issue compliance notices as per MSQ policy and procedures.
* Undertake investigations with regard to non-compliance under the relevant legislation including investigating complaints and incidents, gathering evidence, interviewing relevant persons, taking statements for relevant persons, compiling briefs of evidence, writing and submitting reports and attending court proceedings as required.
* Implement and report on state-wide boating safety campaigns and assist in the coordination of safety campaigns. Provide input into compliance and education statistics.
* Provide appropriate nautical, legislative and technical advice to internal and external stakeholders and provide input or advice into the preparation of draft ministerial correspondence.
* Develop opportunities to engage with stakeholders to understand, interpret and critically examine potential risks and opportunities and work in partnership to implement initiatives.
