The New England REZ Project The New England Renewable Energy Zone (NEREZ) is set to redefine how energy is generated and delivered across New South Wales. This landmark project involves the design, construction, financing, operation, and maintenance of critical transmission infrastructure that will connect renewable energy to the grid. Powering communities and supporting Australia’s transition to a low‑carbon future.

The Role This is a rare opportunity to step into a senior leadership role where your expertise will directly influence the success of a nation‑shaping project. Reporting to the Executive General Manager, you will provide strategic leadership across estimating and pre‑contracts functions. Guiding major commercial decisions, shaping tender strategies, and ensuring competitive, high‑quality project delivery. You will work closely with key stakeholders, industry partners, and communities, including First Nations groups and landowners, helping to deliver lasting value beyond the project itself.

Key Responsibilities

High‑level stakeholder engagement and relationship management, including managing external partners, clients, subcontractors, and suppliers.

Provide strategic insights on market trends, pricing, labour, and material costs to inform bidding and commercial decisions.

Ensuring accuracy, commercial viability, competitiveness, and alignment of estimates with organisational objectives, while managing tender risk.

The role ensures effective and accurate cost planning, tender strategy, client engagement, and cross‑functional collaboration, while fostering a high‑performance culture across the estimating function.

Lead, mentor, and manage the estimating team, providing clear direction, performance expectations, and professional development opportunities, including succession planning.

Oversee the preparation, review, and approval of all project tender documentation, estimates, and cost plans.

Approve tender submissions within Delegation of Authority limits and provide executive oversight of high‑value or high‑risk bids.

Identify opportunities to improve estimating processes, methodologies, templates, and systems for efficiency and accuracy.

Collaborate with Operations, Project Management, Finance, and Procurement to ensure alignment of tender strategies, cost assumptions, and risk management.

Oversee subcontractor pre‑qualification, tendering strategies, and compliance.

Develop, implement, and maintain an overarching group business management system, standardising key processes across the group.

Oversee Project compliance and risk management activities, ensure Business and Project compliance with legislative, standards, client, and group requirements.

Skills and Experience Required

Minimum 15+ years’ experience in high level estimating, cost planning, or pre‑contracts, including significant senior leadership or management experience.

Tertiary qualifications in Construction Management, Quantity Surveying, Engineering, Business, or a related technical field.

Demonstrated experience leading complex tendering processes across utilities, construction, infrastructure, and/or resources industries.

Proven ability to develop estimating strategies, pricing frameworks, commercial models, and accurate high‑value cost estimates.

Proven experience in leading, mentoring, and developing high‑performing teams, including succession planning.

Advanced knowledge and practical application of governance, compliance, and legislative requirements relevant to estimating and pre‑contracts.

Strong capability in analysing, managing, and mitigating commercial, contractual, and operational risks, including achieving consensus through negotiation and conflict resolution.

Advanced written and verbal communication skills, including the ability to prepare reports and present confidently to executives, clients, and key stakeholders.
