About Us

Located 35km to the southeast of Melbourne, Greater Dandenong City Council covers 129 square kilometres and has a population of over 169,000 people. The central activities district is Melbourne's second largest retail and commercial centre and includes large shopping complexes at Dandenong and Keysborough as well as the highly popular Dandenong Market.

Greater Dandenong City Council is the most culturally diverse locality in Australia, with residents from over 150 different birthplaces, nearly two-thirds of whom were born overseas. Key industries include manufacturing, health care and social assistance, retail trade, wholesale trade and transport.

We are a progressive organisation of exceptional character that offers a dynamic and rewarding work environment to approximately 900 employees. We recognise that our staff are vital to the delivery of excellent service to our community and the achievement of our long-term vision. We invest in the development of our people, and we strive to be a workplace that is respectful, engaged, accountable, creative and honest.

About The Role

We're seeking a dynamic and experienced leader to coordinate our Community Compliance team, which includes Local Laws Officers, Animal Rangers, and School Crossing Supervisors. The ideal candidate will bring:

* Proven leadership and operational coordination skills, with the ability to manage diverse teams and deliver high-quality community services across compliance, animal management, and school safety
* Strong knowledge of relevant legislation, including the Domestic Animals Act, Local Government Act, and other statutory frameworks governing fire prevention, parking, and environmental protection
* Experience in enforcement and prosecution, including preparing briefs of evidence and representing Council in legal proceedings
* Excellent stakeholder engagement skills, with the ability to build effective relationships with residents, Victoria Police, legal practitioners, animal welfare organisations, and other councils
* A commitment to community wellbeing, demonstrated through proactive service delivery, responsiveness to emerging issues, and alignment with Council's Domestic Animal Management Plan and broader strategic goals
* Relevant qualifications, such as an Advanced Diploma in Justice Studies, Business Management, or Certificate IV in Local Government Statutory Investigation and Enforcement, supported by substantial experience

We value candidates who are collaborative, solutions-focused, and passionate about creating a safer, more compliant, and inclusive community.

About You

To be successful in this role, you will have demonstrated knowledge and understanding of the following:
* Legislation and regulatory frameworks relevant to community amenity, animal management, fire prevention, traffic enforcement, and local laws. This includes the ability to interpret and apply statutory obligations in a municipal context
* Operational leadership and coordination, with experience managing multidisciplinary teams such as Local Laws Officers, Animal Rangers, and School Crossing Supervisors. You'll be confident in overseeing day-to-day operations and ensuring service delivery aligns with Council's strategic plans
* Prosecution and enforcement processes, including preparing briefs of evidence and representing Council in legal proceedings related to compliance matters
* Community engagement and stakeholder management, with the ability to liaise effectively with residents, ratepayers, Victoria Police, legal practitioners, animal welfare organisations, and other councils
* Strategic planning and policy implementation, particularly in delivering key activities under Council's Business Plan and Domestic Animal Management Plan (DAMP)
* Qualifications such as an Advanced Diploma in Justice Studies, Business Management, or Frontline Management, or alternatively a Certificate IV in Justice or Local Government Statutory Investigation and Enforcement, supported by extensive relevant experience

Please ensure you address the key selection criteria outlined in the position description as part of your application.

You may be required to undertake practical testing, work preference profiling / psychometric testing, functional capacity assessment (physical) or aptitude testing.
