About the role:
Reporting to the Business Manager, the VPSG-5 Senior Policy / Projects Advisor provides instrumental strategic advice to the User Pays project team which services both internal Command stakeholders and frontline police.

Your duties will include:
* Manage the User Pays team (consist of two VPSG-3 employees)
* Develop internal User Pays policy to include matters such as delegation; roles and responsibilities; and SLAs.
* Be the escalation contact for ad-hoc complex queries from User Pays Team, local areas and Event Organisers
* Drive and lead change management process across the organisation with the roll out of the Event Management System, updated Regulations and business processes.
* Facilitate and run internal training sessions.
* Develop and maintain User Pays User Guides and FAQ for User Pays policy and processes.
* Work with policy department to update and maintain User Pays VPM as changes occur.
* Be the SME and Vic Pol contact for User Pays when liaising with internal stakeholders (e.g. Legal Policy, FSPO etc) and/or participating in relevant external working groups or stakeholders (e.g. DJCS)
* Update and maintain project governance with key progress.
* Drive the capability uplift for the Event Management System by gathering requirements and working with external developers.
* Be champion of continuous improvement for the User Pays team.
About You:
The successful candidate will ideally have the following skills and experience:
* Organisational awareness – Assessing and making recommendations on current business practises. Developing new approaches and creating and amending business processes to align with understanding of organisational goals and address obstacles.
* Experience in managing projects and providing expert advice.
* Demonstrated experience in all aspects of change and project management, including project analysis, research, systems analysis, developing and coordinating strategic projects in a complex environment.
* Proven experience in policy development, research, formulation, and implementation.
* Demonstrated superior level communication skills, including the ability to write high quality concise reports, briefs, and correspondence.
* Proven ability to provide authoritative advice and solutions on governance and strategic issues.

* This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
