About the role
The Train Control Systems Lead is integral to the success of V/Line's Projects Group, responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network. The role delivers specialised technical expertise in supporting the successful delivery of V/Line Signalling and Operational Control Systems (OCS) projects, overseeing technical design, liaising with stakeholders, and monitoring systems for risks and operational compromises.
Key accountabilities
* Act as a subject‐matter expert on V/Line delivery projects and provide technical guidance into the development and lifecycle of new projects, focusing on Train Control and Signalling Communications Systems.
* Support internal and external stakeholders, including V/Line management, in managing the control environment and aligning with risk tolerance requirements.
* Deliver Operational Control Systems for the V/Line delivery portfolio.
* Conduct initial reviews of design packages, support configuration changes, and oversee DMS interface compliance.
* Assist with lead‐up, execution and post‐commissioning activities.
* Analyse technical applications, review deficiencies and provide insights prior to and during implementation.
* Liaise with external and internal stakeholders during OCS and Signalling project delivery.
* Participate in Safety in Design, PHA and other relevant workshops.
* Inform the Design Review process for TCS and Signalling Communications Systems, including Engineering interfaces and Management of Change.
* Ensure assets are properly designed, selected and installed based on a life‐cycle philosophy.
* Ensure projects are carried out to agreed processes, procedures, and standards and assist in the review of standard improvements.
* Maintain rail safety accreditation and quality management standards.
* Support statutory, regulatory and contractual obligations regarding engineering principles and industry best practice.
* Ensure compliance with V/Line and Australian industry standards and procedures.
* Coach, mentor and develop employee skills to deliver V/Line Signalling and OCS projects.
* Ensure contractors comply with all relevant policy, procedure and statutory requirements.
* Ensure projects adhere to V/Line's governance program, Data Networks & Cyber Security strategy, framework and roadmap.
* Provide clear risk‐mitigating directives for all project initiatives involving OT and any interfaces to V/Line's IT.
* Conduct site visits throughout Victoria for project delivery requirements.
* Attend testing, commissioning events, including night shifts.
About you
The Train Control Systems Lead reports to the Program Director – Signalling and works within the V/Line Signalling Delivery team. The focus of the role is to support the organisation in achieving the best engineering and technology outcomes, safeguarding V/Line's and the State's obligations under the Franchise Agreement and Regional Infrastructure Lease.
Ideal candidate will possess the following
* Experience managing end‐to‐end OCS projects.
* Current or previous Signalling qualifications (e.g., Design SOC, Testing SOC).
* Knowledge of Signalling Communication Systems and experience with VicTrack, Telstra and other third‐party providers.
* Comprehensive knowledge and extensive experience with Train Control Systems for conventional railway signalling.
* Tertiary qualification in Engineering or equivalent, with eligibility for Professional Engineering Registration under Electrical, Electronics, Communications or equivalent.
* Valid Driver's Licence.
