About the team
The People, Capability & Engagement Section provides integrated corporate services that enable AFMA to deliver on its strategic and operational workforce priorities. The section brings together key enabling functions of human resources, internal and external communications, property & security, working closely with the senior executive, managers and external providers to deliver high-quality, future-focussed services that support a responsive, inclusive and well-governed workplace.
About the role
The Senior Manager, People, Capability and Engagement provides professional advice and services strategic leadership across a diverse portfolio of corporate functions, including human resources, payroll, and internal and external communications functions. This role leads key strategic initiatives to build organisational capability, improve performance and ensure AFMA meets its corporate obligations.
Reporting to the Chief Operating Officer and trusted advisor to AFMA's senior executives, the occupant of this role will drive integrated solutions that support AFMA's people and workforce operations. They will manage a team of specialists to oversee projects to modernize AFMA's policies and procedures, lead governance improvements, and provide timely strategic advice to the business to support and influence efficient and effective operations.
In addition to meeting the work level standards of the position classification, as the Senior Manager, People Capability and Engagement, you will:
* Lead and manage a multi-disciplinary team delivering corporate services across HR, communications and property & security services.
* Provide professional advice and services to support key strategic initiatives and wider operations and projects, including:
* End-to-end people services regarding diversity, people strategy, payroll, remuneration and employment conditions, case management and rehabilitation, recruitment, onboarding and separations, workforce planning and reporting;
* Ensuring the agency's actions are compliant with the Public Service Act and Regulations, Fair Work Act, APS Code of Conduct, legislation administered by Comcare, and other HR related legislation and standards set out in the AFMA Enterprise Agreement;
* Building, maintaining and influencing effective strategic partnerships with a broad range of stakeholders, as well as overseeing agency-wide internal and external communications to connect people to purpose, ensuring alignment with the organisation's strategic goals.
* Developing people and property strategies and compliance with PSPF requirements.
* Ensure that AFMA meets its responsibilities under relevant government legislation and undertakes its functions in accordance with government policy and/or initiatives.
* Promote a positive, inclusive and high-performance culture within the section and across AFMA.

* Demonstrate your experience leading teams to successfully deliver outcomes across one or more of the following corporate functions: human resources, strategic policy and governance.
* Communicate clearly and concisely, translate complex information, and tailor your style and message to suit a range of different audiences and encourage the support of relevant stakeholders.
* Work collaboratively across Corporate Services and the organisation, recognising shared agendas, and finding opportunities to share information and foster teamwork to achieve mutually beneficial outcomes.
* Display excellent verbal and written communication skills, including the ability to engage credibly with senior executives, stakeholders and staff to drive and influence outcomes.
* Demonstrate strong managerial and supervisory skills, with a proven ability to build and sustain high-performing, inclusive teams.
* Demonstrate knowledge and experience working within the Australian Public Service (APS) and Government legislative frameworks, such as the PGPA Act and WHS Act.
* Model integrity, ethical leadership and a commitment to the APS Values and Behaviours.
Essential requirements
* Ability to obtain and maintain a Negative Vetting 1 security clearance.
* Ability to undertake travel as required specifically to other AFMA office locations (Lakes Entrance, Darwin and Thursday Island).
Desirable
* Qualifications and equivalent experience in field(s) related to the role's functional responsibilities will be highly regarded.
* An understanding of AFMA's purpose, and a commitment to both diversity and work, health and safety principles.

* have the ability to obtain, and maintain, a Negative Vetting 1 security clearance
* satisfy the requirements of an Australian Federal Police Check.
