Primary objective
Provide strategic leadership and management in the development, monitoring and reporting of the budget, planning, and
organisation of resource allocation for all areas of the organisation and the provision of appropriate expert advice through
the CFO to senior management on matters pertaining to budgets and finance.
Context statement
The Finance Branch comprises Budget and Accounting and Taxation functions. It provides client support services to the agency in
the areas of budget management, financial management and reporting, tax management and travel.
Key duties and responsibilities
1. Provide expert level advice to the CEO, Senior Executives, Divisional Directors, and business line managers regarding
complex budget / financial management matters including budgetary policies and strategies.
1. Support the CFO in the design and delivery of quality budget services and initiatives that contribute to organisational
objectives.
1. Prepare a range of high-level documents for a range of diverse internal and external stakeholders. Aggregate, analyse and
evaluate estimates of expenditure and revenue for the organisation.
4. Develop and coordinate input for inclusion in Budget papers and budget management systems including reconciliation to
internal systems. Liaise with the Department of Treasury and Finance and other stakeholders on budget submissions, new
initiative proposals and financial returns.
1. Lead specific complex projects with agency-wide implications e.g., initiatives to improve budget monitoring and forecasting.
Selection criteria
Essential
1. Proven leadership skills that foster a constructive workplace culture, inspire a sense of purpose, and enable staff to perform
effectively in achieving required outcomes.
2. High level knowledge of and experience in financial governance and legislative / regulatory compliance, including budget
reporting requirements, statutory reporting, policies, standards, and processes.
1. Proven high level experience in budget development / management, managing end of financial year processes, policy
development and allocation of financial resources.
4. Proven experience in undertaking / coordinating financial audits, risk management and business system improvement.
5. High level communication and interpersonal skills with the ability to negotiate / interact with influence with a diverse range
of stakeholders including at the executive level.
Desirable
1. Tertiary qualifications in a relevant discipline e.g., accounting, finance, or business.
2. Qualifications in management / leadership.
3. Experience working in a para-military organisation.
