The Governance Team sits within the Office of the CEO and provides advice and support to ensure Council operates in accordance with legislative requirements, good governance principles, and best practice. The team is responsible for governance frameworks, elected member support, policy development and review, risk management, audit and insurance coordination, and compliance oversight. Working closely with the Executive, elected members and the organisation, the team supports transparent decision‑making, effective risk management and the integrity of Council processes

The Risk Audit and Insurance Officer reports to the Executive Governance Officer and operates with a high level of autonomy under limited direction, providing strategic leadership, expert advice, and comprehensive management of the organisation's risk and insurance functions. The role encompasses oversight of the risk management framework, ensuring its alignment with organisational objectives, and driving the development and review of policies to mitigate risks effectively. Additionally, this position is responsible for managing complex projects related to risk and insurance, delivering expert guidance to senior leadership, and ensuring that all activities support the organisation's long-term resilience and compliance with legal and regulatory requirements.

Risk, Audit and Insurance Officer (This is parental leave backfill position for a 13-month fixed term contract)

The Risk, Audit and Insurance Officer operates within a highly complex legislative and regulatory environment, applying advanced expertise and strategic judgment to provide authoritative advice on risk management, audit, and insurance matters. This role plays a key role in supporting the work of the Council's Audit and Risk Committee, offering critical insights and recommendations that influence high-level decision-making. The incumbent exercises significant autonomy, making decisions that have broad organisational impact and often require innovative solutions beyond established procedures. Work will be conducted under limited direction with guidance not always readily available from senior officers.

About You
To be successful in this role you will have:

* Demonstrated substantial experience in risk management, internal audit and insurance within a complex organisation.

* Advanced knowledge of contemporary risk management practices, including the development and implementation of strategic and operational risk frameworks.

* Demonstrated experience managing internal audit programs, including planning, reporting, monitoring recommendations and driving continuous improvement.

* Proven experience managing complex insurance portfolios, including renewals, claims management and policy development.

* Strong analytical skills with the ability to interpret complex data, regulatory requirements and organisational risks to develop effective mitigation strategies.

* Demonstrated experience developing, reviewing and maintaining policies, frameworks and governance documentation.

* High‑level written skills, including the preparation of policies, reports, briefings, presentations and templates for diverse audiences.

* Proven ability to manage competing priorities, exercise sound judgement and deliver outcomes within required timeframes.

* Demonstrated experience leading or contributing to complex, cross‑departmental projects.

* Ability to manage confidential and sensitive information with discretion.

Desirable:

* Tertiary qualifications in risk management, audit, insurance, business or a related discipline.

* Extensive experience in a senior risk management, internal audit, and insurance role within a complex organisation.
