Building decades of expertise, we’re setting a bold vision for the future and we are looking for experienced and forward‑thinking Precinct Development Manager to lead the long‑term vision, master planning, and strategic evolution of one of our key precincts. Role Highlights This senior role shapes the future direction of the precinct, ensuring its development aligns with government strategic initiatives, organisational priorities, and the needs of customers, tenants, and the community. Acting as the steward of precinct assets during periods of change, you will guide investment decisions, service levels, and development pathways to deliver sustainable, high‑value outcomes. A major early deliverable is the development of a compelling business case for change that establishes the foundation for implementing the long‑term master plan. This is a unique opportunity to influence the future of Western Australia’s port infrastructure and play a pivotal role in shaping a precinct of state significance. Key duties of this position include: Lead the long‑term precinct vision, including development of the master plan and the initial business case for change. Act as the owner of precinct assets during transformation, ensuring decisions align with government priorities and optimise value and performance. Develop strategic precinct plans, land‑use strategies, and leasing frameworks that maximise economic, social, environmental, and operational outcomes. Translate approved strategies into coordinated programmes of work with clear governance, milestones, and performance measures. Provide high‑level strategic advice on policy, regulatory requirements, and development pathways, supported by data‑driven insights and scenario modelling. Prepare feasibility studies, options assessments, and business cases to secure investment and guide long‑term precinct development. Build and influence strong relationships with government agencies, industry partners, tenants, community stakeholders, and internal leaders. Champion safety, governance, and ethical leadership across all precinct activities, ensuring compliance with Fremantle Ports’ standards and values. What Makes You a Great Fit You will enjoy working in a collaborative environment that is fast paced, process driven with a high level of attention to detail. You will have a can-do attitude and experience leading strategic planning, programme management, business case development, and stakeholder influence to drive sustainable, high‑value precinct outcomes while upholding Fremantle Ports’ governance, safety, and ethical standards. Demonstrated experience in precinct development, urban planning, property strategy, asset management, or related fields. Proven capability in long‑term strategic planning, precinct visioning, and master plan development. Strong programme management skills and experience developing business cases for major initiatives. Ability to influence senior stakeholders and lead cross‑functional collaboration. Excellent written communication skills, including preparation of executive and Board‑level papers. Strong verbal communication and presentation skills, with the ability to convey complex concepts clearly. Experience in leasing strategy, land optimisation, or asset service level frameworks. Understanding of government processes, policy frameworks, and stakeholder expectations. Experience in port operations or supply chain environments is desirable. Tertiary qualifications in program or project management, development, planning, engineering, or a related discipline, or equivalent relevant experience.
