Azooa is assembling a high-calibre team for an exciting opportunity supporting the
Advanced Strategic Capabilities Accelerator (ASCA)
and
Mission INDRA
within Defence Science & Technology Group (DSTG). We're responding to a formal RFQTS under the DSS Panel and are seeking
Expressions of Interest
from a
Level 3 Systems & Software Engineer (System Security)
with strong
solutions architecture + business analysis
capability.

This role is part of our response to an
ASDEFCON Defence Support Services (DSS) RFQTS
for Mission INDRA. We're seeking
Expressions of Interest now
, so we can include the
right specialist
in our proposal.

The Role – What You'll Do

You'll act as a
Solutions Architect & Business Analyst (Engineering Support – System Security)
at
Level 3 (Advanced Practitioner)
, supporting Mission INDRA's end-to-end system engineering and security architecture.

You'll work primarily from
Brindabella Circuit, Canberra ACT
, on Defence ICT systems, collaborating with ASCA, AGO, DIG, JCG and other key stakeholders.

Key Responsibilities

You won't just be writing documents – you'll be shaping a mission system. Key responsibilities include:

1. Engineering Approach & System Architecture

2. Support the development of the
engineering approach
for the Mission INDRA end-to-end system

3. Provide
systems architecture and system security engineering
input into solution options
4. Help align system design with Defence policies, KPPs and mission outcomes

5. Software Development Strategy & Management

6. Develop the
Software Development Strategy (Engineering Management System)

7. Develop the
Software Management Plan
, covering:
8. Version control
9. Release management
10. Maintenance and sustainment approach

11. System Integration & Performance

12. Support and monitor
integration planning
for:

13. Field testing
14. Evaluation
15. Broad deployment
16. Develop the
System Integration Plan
17. Develop
System Performance Reviews
, including
Key Performance Parameters (KPPs)
, on a
90-day sprint cycle

18. Security Architecture & Risk Management

19. Coordinate the development of the
System Security Plan (SSP) and Annex (SSP-A)

20. Lead the development of the
Security Risk Management Plan (SRMP)
21. Ensure alignment with Defence security frameworks, DISP requirements and assurance expectations

22. Operational & Requirements Artefacts

23. Develop a
Concept of Operations (CONOPS/OCD)
that describes how Mission INDRA will be used by Defence stakeholders

24. Define
system use cases
across networks and user groups
25. Lead the
System Requirements Definition
, including:
26. AI-specific requirements
27. Functional & performance requirements
28. Alignment with defined
KPPs

29. Stakeholder Engagement & Governance

30. Work closely with ASCA and lead agencies (AGO, DIG, JCG) in a collaborative delivery environment

31. Participate in
weekly progress meetings
, providing succinct written updates, issue logs and risk identification
32. Support reviews, approvals and alignment with ASDEFCON DID templates and CASG policies

Key Deliverables (Indicative)

You'll be responsible for (or heavily contributing to) artefacts such as:

* Software Development Strategy (Engineering Management System)
* Software Management Plan (including versioning, release management, maintenance)
* System Integration Plan
* System Performance Reviews & KPP definitions (per 90-day sprint)
* System Security Plan (SSP) & Annex (SSP-A)
* Security Risk Management Plan (SRMP)
* Concept of Operations (CONOPS/OCD)
* System Use Cases
* System Requirements Definition (AI-specific, functional, performance, KPP-aligned)

You'll also support review/acceptance cycles with Defence, including incorporation of feedback and alignment with ASDEFCON and CASG guidance.

About You – Skills & Experience

We're looking for a
Level 3 Advanced Practitioner
in
Systems and Software Engineering – System Security
with a blend of architecture & analysis skills.

Must-Have

* Australian citizen
(mandatory)
* Current AGSVA NV1 or above
(or ability to quickly re-activate)
* Demonstrated
system security engineering
experience in complex, multi-network Defence or Federal Gov environments
* Strong background as a
Solutions Architect / Systems Engineer
with understanding of end-to-end mission systems
* Experience defining and tracking
Key Performance Parameters (KPPs)
and system performance measures
* Proven experience producing structured
engineering documentation
, ideally with:
* ASDEFCON DID-style documents
* System engineering plans and integration artefacts
* Security artefacts (SSP, SRMP, etc.)
* Strong
requirements engineering
and
business analysis
skillset – from capturing operational needs through to traceable system requirements and use cases
* Excellent stakeholder engagement skills across Defence, intelligence, and multi-agency environments
* Familiarity with working entirely on
Defence ICT systems
, including secure repositories and document controls

Nice-to-Have

* Exposure to
METOC (meteorological & oceanographic) data
, ISR or related information domains
* Experience with
SECRET and above
networks and cross-domain solutions
* Familiarity with
CASG systems integration guidance
and Defence engineering policies
* Experience working within or alongside organisations with
DISP Level 2 Governance and Personnel
* Exposure to
AI-enabled systems
and the specific security and performance considerations they bring
