Role
The Hub Director is a senior position with primary responsible for the establishment, implementation and delivery of the Head Start School-based Apprenticeships and Traineeships (SBATs) program within a school Hub. The Hub Director may engage with up to fifty government secondary and specialist schools, as well as Flexible Learning Options settings that align with one of the twelve program hubs across Victoria.
The Hub Director will also oversee and manage the performance of approximately 9 Head Start Hub Staff members, including coordinators, leading teachers and administrators, who are located at various schools within the Hub.
Responsibilities
Reporting directly to their host school principal the Hub Director will:
1. Be the key point of contact for the Departments’ Area, Regional and Central office staff supporting the success of the Head Start SBATs expansion across Victoria;
2. Work with school leadership teams and Head Start staff to support students in Years 11 and 12 and their support networks to consider Head Start SBAT as an opportunity toward a meaningful career path;
3. Work with school staff and careers practitioners to support middle year students to consider SBATs as a future career pathway;
4. Provide leadership, guidance and strategic direction for the expansion and establishment of Head Start across the Hub;
5. Have responsibility for developing and maintaining relationships with multiple stakeholders including Registered Training Organisations, employers, apprenticeship, traineeship and employment networks, community organisations, school principals, business managers, student coordinators, teachers and career advisers;
6. Work with the relevant Local Learning and Employment Networks (LLENs) to increase employment opportunities for SBAT students;
7. Co manages Head Start Hub staff alongside the Host School Principals;
8. Play a lead role in local governance arrangements for Head Start and SBAT oversight and expansion;
9. Develop and deliver the local network and state-wide professional development opportunities for Head Start Hub staff alongside school personnel of host schools.
10. Manages the implementation of the Head Start program within a local “Hub” including between 27- 48 schools (depending on location)
11. Manages the Head Start Hub program staff work priorities, including professional learning opportunities and performance management alongside Host School Principals
12. Drive the expansion of the Head Start SBATs program that forms part of a significant Victorian senior secondary reform package, identifying improvements and risks to work toward a cohesive state-wide program
13. Leads the educational and Head Start SBATs services provided to students alongside the school leadership teams
14. Manages the Head Start SBATs program governance, budget and staff alongside the School Principal within the framework of each of the hub school's strategic plan, policies and budget
15. Develops and maintains strong relationships with key program stakeholders such as industry representatives, employers, training providers, families, communities and students and their support networks
16. Builds strong relationships with Head start colleagues across Victoria by collaborating on program opportunities
17. Contributes to the Head Start SBATs program through involvement in school-based policy formulation and decision making
18. Supervises students individually or in small groups of four, if integral to the program delivery or in controlled circumstances where the responsibility for students remains clearly with a teacher.
19. Develops and seek to improve successful interconnections between the senior secondary reform programs from a Head Start SBATs perspective; and identifies and responds to any unforeseen touch points with such programs and other departmental initiatives.

Other Important Requirements:
An understanding of the school setting, particularly the relationships between middle and senior secondary education with career pathways is desired.
A current employee Working with Children Check card is mandatory.
Staff may be required to work across a number of school sites and visit workplaces.
A current driver’s licence.
This position will require the candidate to allocate a minimum of two weeks leave allowance to work during the school vacation period, additional leave allowance may be considered.

Location Profile
Head Start is a wraparound service provision that powers school-based apprenticeships and traineeships. Head Start aims to improve the outcomes, quality assurance and equitable distribution of opportunities for senior secondary and special education students who undertake school-based apprenticeships and traineeships (SBATs).
The Head Start SBATs program was piloted in over 150 schools from 2019 with strong outcomes. The expansion of the program will ensure access to all Victorian government secondary schools, including specialist schools, and Flexible Learning Options. The program will introduce more rigorous SBAT compliance and monitoring across the system supporting the state’s response to the 2020 Review into Vocational and Applied Learning Pathways in Senior Secondary Schooling (the Firth Review) reform agenda in senior secondary and vocational education. These reforms will collectively support all Victorian secondary students to pursue high-quality and valued vocational pathways aligned to their strengths and interests and to finish schooling with the skills and capabilities they need for success in further education, training, work, and life.
