Job Purpose

* Support the Head of Projects and Development in the planning, development, construction, and delivery of projects in accordance with approved project requirements, timelines, and regulatory approvals.
* The role is responsible for ensuring projects are delivered within approved budgets while providing oversight on the performance of consultants and contractors

Job Responsibilities

Project Planning & Implementation

* Undertake project feasibility studies and provide recommendations on design development, project concepts, work programmes, and budgets.
* Support the management of project schedules to ensure timely delivery.
* Coordinate with the Head of Projects and Development and Product Development Team on design matters, including timely appointment of consultants and contractors.
* Provide guidance to the Superintending Officer (SO)/ PM on execution matters and required approvals to ensure smooth project delivery.
* Chair and coordinate Client-Consultant Meetings and attend all consultant and contractor progress meetings (or oversee appointed PM where applicable).
* Lead and coordinate submissions and approvals required for project launch.
* Provide regular updates to the Head of Projects and Development and Business Unit Head on project performance, including cost, quality, safety, environmental compliance, and progress.
* Proactively identify key risks/issues impacting project delivery and propose mitigation strategies.
* Coordinate with internal stakeholders (e.g. Central Cost & Control, Procurement, Legal, Development Services) and external stakeholders throughout project implementation.
* Ensure compliance with Sime Darby Property's Standard Operating Procedures (SOPs), including approval processes and limits of authority.
* Oversee the procurement of all necessary approvals for Occupancy Permit (OP) and Handing Over Vacant Possession (HOVP).
* Manage main contractor performance to ensure quality delivery and smooth HOVP, including during the Defects Liability Period (DLP).
* Ensure proper project close-out, including final accounts and issuance of Certificate of Making Good Defects (CMGD).king Good Defect (CMGD)

Contract Management & Billing

* Review and verify contract documentation to ensure alignment between tender and construction documents.
* Manage contractual matters in collaboration with the SO, including Variation Orders (VO) and Extension of Time (EOT).
* Review and verify progress claims with the SO and Quantity Surveyor (QS) to ensure accuracy and alignment with work completed.
* Monitor project costs and track progress claims to ensure adherence to approved budgets.

Environment, Safety & Health (EHS)

* Ensure compliance with contractual obligations and all relevant ESH requirements throughout project execution.

Reporting & Governance

* Monitor project progress against targets and prepare monthly project management reports.
* Coordinate and update project risk registers across development phases and integrated developments.
* Prepare and coordinate presentation materials and Internal Organisation Memoranda (IOM) to support internal stakeholder approvals.

Stakeholder & Team Management

* Support Marketing and Sales teams on technical queries and clarifications.
* Manage and supervise team members, including performance, development, and resource planning for project delivery.
* Collaborate closely with internal and external stakeholders to ensure alignment and effective project execution.

General

* Perform any other duties as assigned by the Company or authorised representatives.

Job Dimension (Impact and accountabilities)

* Deliver projects in accordance with the approved Master Project Plan.
* Achieve KPIs related to project launch, revenue generation, and profit recognition.
* Ensure timely and effective technical support to internal stakeholders.

Education/ Professional Qualification

* Degree in Civil Engineering, Building, Architecture, or related discipline

Professional Experience

* 8–10 years of relevant experience in property development/construction
* PMP (Project Management Professional) certification is an advantage.
* Experience in high-rise and mixed-use developments (PBSA & Retail) is highly desirable.
